A RESOLUTION DIRECTING THE ESTABLISHMENT OF A DEVELOPMENT
MORATORIUM OVER, LANDS, WITHIN THE "LeFEVBRE WATERSHED DISTRICT"' THE'
BOUNDARIES OF WHICH'.ARE GRAPHICALLY ILLUSTRATED ON EXHIBIT A.
WHEREAS, the City Council has determined that the management
of storm water within the "LeFevbre Watershed District" is
necessary to accommodate development and protect the planning
process and the safety and welfare of the citizens of the
community;
WHEREAS, the City Council has determined that an indepth storm
water drainage study and acquisition of drainage easements is
necessary to effectively accommodate future development within the
"LeFevbre Watershed District", and for purposes of considering
possible adoption or amendment of the City's Comprehensive Plan or
official controls;
WHEREAS, the City's adopted Comprehensive Plan directs the
preservation of natural drainage patterns wherever possible and
stipulates that development on or alteration of natural drainage
system components shall be prohibited where possible so that storm
water can be adequately managed without construction of storm sewer
pipe;
WHEREAS, the City Council has previously directed staff to
prepare a storm water management study for the area;
WHEREAS, the storm water management study has yet to be
completed.
NOW, THEREFORE, BE IT RESOLVED by the Otsego City Council to
establish a one year development moratorium over the "LeFevbre
Watershed District", the boundaries of which are graphically
illustrated on Exhibit A.
PASSED by the City Council of the City of Otsego this 28th day of
February 1994.

RESOLUTION 94- 75 -A
RESOLUTION ORDERING IMPROVEMENT AND
PREPARATION OF PLANS AND SPECIFICATIONS
WHEREAS, pursuant to a report given by the City engineer (Hakanson
Anderson Associates, Inc.) on March 23, 1994 at the Special Council Workshop -
and said report adopted by the Council, the Council desires to construct
bituminous overlay, surface patch and repair and culvert replacements project
within 80th Street (CSAH19 to Kadler Ave.), Kadler Ave. (80th St. to 85th St.)
and 85th St. (Kadler Ave. to city limits).
NOW THEREFORE BE. IT RESOLVED by the City Council of Otsego, Minnesota has
hereby designated Hakanson Anderson Associates as engineer for this
improvement. They shall prepare plans and specifications for the making of such
improvement and thereafter advertise for bids.
