OTSEGO PARKS AND RECREATION

Call to Order.
Chair Angie Dehn called the meeting to order at 7:00 PM.
Roll Call: Chair Angie Dehn; Commissioners: Doug Cassady , Derrick Stark, Jim
Breitbach Angela Hilde, Kitty Baltos Travis Rittenbach, and Matt Killam.
Absent: Commissioners:
City Council: Mayor Jessica Stockamp
Staff: Ross Demant, Parks and Recreation Director, Nick Jacobs, Park Maintenance II,
and Connie Schwecke, Administrative Assistant.
1.Open Forum.
2.Consider Agenda Approval.
Commissioner Baltos motioned to approve the agenda. Seconded by
Commissioner Stark. All in favor. Motion carried.
3.Consider Meeting Minutes.
3.1 April 16, 2019 Regular Meeting Minutes and June 18, 2019; July 16,2019; August
20, Sept 17, 2019 Special Meeting Minutes.
Commissioner Stark motioned to recommend to the City Council to
approve the all meeting minutes as written. Seconded by Chair Dehn
All in favor. Motion carried.
4.Unfinished Business.
5.New Business.
5.1 2020 Capital Improvement Plan (CIP) review.
Parks and Recreation Director Demant reviewed memo and discussed 3 projects for
2020.
•Small Dog addition to dog park $10,000. Demant said the park is heavily used
and has issues with mud. Chair Dehn recommended re-using old turf. Demant
stated that the city doesn’t have access to turf but mulch would help.
•Splash pad improvements and expansion funded $80,000. Otsego is the only
flow through system fed from a well and not city water which is very cost
effective.
•Pickle ball courts 160,000 4 courts. Breitbach suggested making sure there was
space between courts. Demant agreed and said expansion would be to the west.
Baltos said planting tree next to the courts would be important. Demant agreed
shade would be important.
ITEM 3.1
Demant stated that each improvement project would be brought back to the
commissioners for discussion and decisions.
Commissioner Baltos motioned to recommend to the City Council to
proceed with the 2020 Capital Improvement Plan as written. Seconded
by Commissioner Rittenbach. All in favor. Motion carried.
6. Parks and Recreation Director Update.
Parks and Recreation Director Demant reviewed the sport associations meeting, Otsego
Prairie Festival, Pumpkin Patch, high school track meet, Norin Landing, Commission
appreciation dinner, Carricks Landing, Trails and Santa Day.
7. City Council Reports.
Mayor Jessica Stockamp gave an update to the commissioners.
8. Adjourn.
Commissioner Cassady motioned to adjourn. Seconded by
Commissioner Breitbach. All in favor. Motion carried. Adjourned at
8:20P.M.
