FREE WINTER EVENTS page 15 2020 CENSUS RESULTS Information from 2020 Census has been released from the US Census Bureau, and some interesting changes for the City of Otsego are below: • Otsego was the 14th fastest growing city in the state, expanding from 13,571 residents in 2010 to 19,966 in 2020 – an increase of 6,395 residents (47.1 percent). • Otsego is now the largest city in Wright County • There are now more than 7,103 households in Otsego, compared to 5,022 in 2010 • Wright County was the third-fastest growing county in Minnesota over the last decade, expanding from 124,700 in the 2010 Census to 141,337 in the 2020 Census – an increase of 13.3 percent. • Because of Wright County’s continued growth over the last 50 years, the 13.3 percent increase in population is the lowest since the 1960 Census. Since then, the growth rate was 30.1 percent in 1970, 50.7 percent in 1980, 17.1 percent in 1990, 31.0 percent in 2000, and 38.6 percent in 2010. • The only counties that grew at a faster rate than Wright County were Scott and Carver. Crews also plow 160 cul-de-sacs, 23.4 miles of bituminous path and 1.9 miles of sidewalk. Plowing activities begin whenever street conditions make driving difficult and are also dependent upon the time of day, current snow depth, and forecast. Larger roadways and collector streets are plowed on a priority basis, followed by residential streets. Cul-de-sacs are plowed curb-to-curb after residential streets are cleared. Sidewalks or paths near schools are cleared after roadways are cleared. Motorists are also urged to use caution during winter weather conditions and be aware of possible city, county and MNDOT snowplowing operations. Slow down and stay behind the snowplows. Drivers should allow at least five car lengths between their vehicles and snowplows. The street behind the plow will be the safest place to drive. Fully equipped trucks weigh as much as 66,000 pounds, 15 times more than an average car. Stay back, stay alive. Please educate children on the dangers of snow removal and make sure they play safely. Please remind them to: • Never build tunnels or snow forts in the snowbanks near the street. The force and weight of the snow coming off the plows can collapse the tunnels or forts and harm the child. • Keep sleds and toys out of the street and away from the edge of the road. Snowbanks make it difficult for plow drivers to see children playing in these areas. Children should never play near the edge of the street. • Stay away from the plow. If a plow is on your street, children should stay back at least 20 feet or more from the street. It is best to have children play near the house as the snowplow approaches and stay there until the plow has passed. Wright County clears the snow and ice from the county roads within Otsego. For issues related to snow removal or maintenance on a county road, please call 763.682.7384. SHOVEL FIRE HYDRANTS The City is requesting your help in keeping fire hydrants accessible. Snow piled or shoveled close to hydrants restricts operation during a fire emergency. Please clear a three-foot circle around the hydrant near your home to assure easy access for the fire department. SIDEWALK SHOVELING Property owners are responsible for removal of snow, ice, and other debris from concrete sidewalks adjacent to their property within 36 hours after the snowfall has stopped. Minnesota Statute 160.2715 makes it unlawful to push snow onto streets. Recommendation: To minimize plows filling an already-cleared driveway with snow, residents should pile shoveled snow downstream of plowing operations, on the right side of the driveway when facing the street, to avoid having the snow plow push it back onto the driveway. Residents should clear a pocket on the left side of the driveway (when facing the street) for plows to drop snow. WINTER PARKING • There is no parking on any public street between 2:00 a.m. and 6:00 a.m. starting annually on November 1 and running through April 30. • Vehicles parked during nighttime hours or during a snow emergency are subject to immediate ticketing and/or towing. • There is no parking on any public street after a snowfall of 2.0 inches or more until after the street has been plowed to its full width. Vehicles parked on public streets during a snow emergency are subject to immediate ticketing and/or towing. SNOWPLOWS AND GARBAGE CANS Garbage collection is regulated in Otsego to require pick up from residential properties on Thursdays each week to minimize the number of days trucks from the companies licensed by the City are traveling within neighborhoods. Residents should not place garbage and recycling containers in the traveled portion of the street, which can interfere with traffic and pedestrian visibility. During winter, having garbage and recycling containers in the street also can interfere with snow removal operations by preventing a street from being plowed to its full width and extending the amount of time needed to plow all the streets in the City. Please place garbage and recycling containers at the end of the driveway or on the boulevard. 4 2021 Winter Otsego View 2022 PRELIMINARY PROPERTY TAX LEVY The Otsego City Council adopted the preliminary property tax levy on September 27th. There were seven City Council meetings where the City Council and City Staff reviewed the preliminary budgets and respective property tax levies to ensure they align with the City’s strategic direction and vision. The City is proposing to increase the tax levy by $756,580 or 9.66%. As a result of the continued growth in Otsego, the Total Tax Capacity (tax base) is expected to increase approximately 9.66%, with an estimated tax rate of 34.653, which is no change from the current tax rate. As an example of how this might affect a resident of Otsego: • Due to market conditions, the average home value increased 4.42%. • The City’s tax rate is not changing. • Your 2022 estimated City taxes would increase approximately 4.42%. Did you know that on average the City of Otsego taxes account for only about 25% of your annual property taxes? The remaining 75% is levied by Wright County and your School District. The annual Truth-in-Taxation meeting will be held at 7:00 p.m. on December 13, 2021, at Prairie Center during the regular City Council meeting. The meeting will provide a forum for input and questions from the public regarding the proposed budget and property tax levy. At this same meeting, the Otsego City Council will consider adopting the: 1) 2022 Operating Budgets; 2) Property Tax Levy for Taxes Payable in 2022; and 3) 2022- 2031 Capital Improvement Plan. At the Sheriff’s Office we certainly see an increase of theft of packages from your patio or door step. With all the gifts being shipped it becomes an easy target for someone to simply walk up to your front door and snatch it. This type of theft can be difficult to counteract simply because the draw of front door delivery is the convenience. Most delivery services offer signature requirements; however this takes away most of the convenience factor and is seldom used. Maybe simply using signatures for those high price items is a fair compromise. We’ve seen some interesting security features you can purchase like a full size bench for the porch that doubles as a lock-box for deliveries. The most common doorbell cameras also have package delivery notifications so you are notified by phone when it’s dropped off. Similarly, theft right from your mailbox comes and goes in waves. Cash, gift cards, checks, and credit card information are again sometimes easy targets. The postal service and local law enforcement agencies in the past few years have seen a dramatic spike in overall mail theft numbers. For those who travel out of state for the winter, either short or long term the Sheriff’s Office has some services that can give you some peace of mind. Either our deputies or reserve unit conduct “home checks” on residences if requested by homeowners. Essentially, you can let us know you are out of town and we will make a note in the computer system to keep an eye on your address. You can notify our dispatch of these requests, all we ask is for how long you’ll be out of town, what cars will be in the driveway, any lights that are going to be left on and a contact number where we can reach you. We suggest saving our non-emergency and dispatch numbers in your phone. If you find yourself getting off the plane in Miami and realized just then you forgot to close your garage door, we’d much rather respond to close your garage door then have a burglary when you get home. The part of my job I enjoy most is helping out with resident concerns, and I love the odd questions that we get periodically. I applied to the City of Otsego because I was already involved in public works and loved the growth and potential this community offered. I’ve been here since 2007. A fun fact about myself is that I love the outdoors and spending time with family and friends camping and boating. Reese Carstens Most of my free time is spent hunting in the fall, golfing in the summer, and fishing year round. I enjoy spending time outdoors and being at the cabin. The best part about my job is just the variety of work I get to do with both the East and West wastewater and water systems. I went to school at St. Cloud Tech for Water Environment Technology and did an internship at the City of Otsego. I like the people I work with and that Otsego is a growing city in a great location. I have been with the City of Otsego for six years now, and I was a seasonal employee before being hired full time. Julie Weiers In November, it will be five years since I started working for the City of Otsego. I worked in local government for a small municipality since 2006. After 11 years of working for the smaller municipality, I was ready for a little more challenge. Otsego looked like the perfect spot, with its country feel and the growing community. The most enjoyable part of my workday is working with a great group of people that are always very helpful. Outside of work, I enjoy spending time with my husband, three children, and nine grandchildren, and I love spending time outdoors. Pictured below are loggers retrieving trees from the Mississippi River for delivery to John McDonald’s sawmill at Otsego Creek. According to Lloyd Cyr, the Frenchmen came to log, and the Germans settled in the area to farm. Petit (pronounced Petesee) Martin was a lumberjack and a good fighter. Joseph Plude, Marie Ann Cyr’s grandfather, became Martin’s good friend and bet a pocket watch that Martin would win a particular fight. Martin won, and Plude received the watch, which still works 110 years later. Otsego was settled under the Preemption Law of 1841, which allowed squatters to claim and improve up to 160 acres of land for 14 months before paying the government $1.25 an acre. Co-founders Simone Aeshliman and Kate Clemens have decades of collegiate teaching experience under their collective belt. The mother-daughter team has built the foundation for Trilogy to address hurdles within the public education system that hinder students’ ability to earn a college degree. Trilogy STEM Academy is seeking to address those gaps by providing a place where students are inspired to explore studies in science, technology, engineering, and mathematics. How It Works Programs and schedules at Trilogy have been carefully researched and are designed to benefit both teachers and students. With smaller class sizes and block scheduling, instructors can more easily recognize educational needs while having a better opportunity to advise. Likewise, students thrive in an environment where they feel more involved and have the chance to absorb lessons more consistently. In addition, Trilogy’s Advanced Placement program prepares students for the college experience and helps them earn college credits. How It’s Going Trilogy serves students in grades 9-12 and is the only STEM-focused private school in Minnesota. And as of Fall 2022, the school will be fully accredited. Trilogy will then work toward its STEM certification. “ We feel like we have a good sense of getting kids ready for college because we see it every day,” Clemens said. “I think it’s cool that my mom and I are doing it together. The City Council would like to thank all the current Advisory Commissioners, as well as past Commissioners for their service to the City of Otsego. Planning Commission The Planning Commission shall have such duties as assigned in State Statutes and the City Code. The Commission shall act in an advisory capacity to the City Council in all such matters including but not limited to: • Preparing and keeping current a Comprehensive Plan for meeting present requirements and such future needs as may be foreseen, based on demographic and statistical trends and data available. • Establishing principles and policies for guiding action affecting development in the City and its environs. • Preparing and recommending to the City Council ordinances, regulations, and other proposals promoting orderly and economically sound development along lines indicated as desirable by the Comprehensive Plan. • Determining whether specific proposed developments conform to the principles and requirements of the Comprehensive Plan and City Code. • Keeping the City Council and the public informed and advised as to all planning and development matters. Parks and Recreation Commission The duties and functions of the Parks and Recreation Commission shall be as follows: • Develop and recommend to the City Council a Parks System Master Plan for development of the future parks and trails system. • Provide recommendations and act in an advisory capacity to the City Council regarding parks, trails, facilities, park maintenance, and related CIP projects. • Study of current recreation programs and desires of citizens for such services. Public Safety Commission The Public Safety Commission is appointed by the City Council and is charged with developing a citizen complaint procedure and promoting public interest in and an understanding of police work. The Commission serves as a forum for the citizens of Otsego to voice their opinions regarding community safety, police, fire, and ambulance services. Heritage Preservation Commission The City Council appoints an advisory commission known as the Otsego Heritage Preservation Commission (OHPC), made up of five residents having an interest in historic preservation. The heritage of the City is among its most important assets, and the OHPC works to safeguard this heritage by preserving sites and structures and documenting the history of the people and events in the community. The OHPC helps to foster civic pride in notable accomplishments of the past. The OHPC meets at 7:00 p.m. on the second Tuesday of each month at Prairie Center. Learn more about how to get involved with the City of Otsego. Watch for applications to join the committees. They will be available December to January. Following construction of sewer and water utilities in 2000, the current population in Otsego is estimated to be just over 20,000. The growth of the community that started 20 years ago is expected to continue into the future. Otsego has been progressive in planning for anticipated urban development for over 30 years. In order to ensure that this expected growth is well managed, the City has adopted a Comprehensive Plan as a guide for how the community will continue to develop. A Comprehensive Plan was first adopted in 1990, when the community was pursuing incorporation from a township to become a city. Following incorporation and an update in 1998, decisions were made to proceed with construction of municipal sewer and water utilities serving the areas adjacent to TH 101. In 2004, Otsego adopted a Comprehensive Plan update in response to the decision to build a second municipal wastewater treatment facility and water system on the west side of Otsego along I-94 and adjacent to Albertville. The most recent Comprehensive Plan updates occurred in 2012. The Comprehensive Plan is typically updated every 10 years to reflect changing conditions and the City Council has directed City staff to undertake such a project in 2022. A Comprehensive Plan is most effective as a tool to guide future growth when the community defines the opportunities and issues that will influence anticipated growth. The process of identifying topics to be addressed as part of the 2022 Otsego Comprehensive Plan will rely on community engagement and involvement that includes making information widely available through the City website, social media and Otsego View, creation of an interactive website map tool for public input, meetings of the City Council, Planning Commission, and other advisory committees, and several open houses at various locations in Otsego. More information regarding the Comprehensive Plan update will be made available in early 2022 as the project is launched. Over the past decade, more than 6,000 people have migrated to Wright County’s largest city. With a population estimated at just over 20,000 residents now, this thriving community continues to grow — and with that growth comes the need for utilities improvements. Plans got underway in 2018 on the City’s Wastewater Treatment Master Plan, which included an expansion to the East Wastewater Treatment Facility and a commitment to processing biosolids in-house. These improvements were necessary for a few reasons, all of which converged to make this a well-timed opportunity. “The wastewater treatment facility’s solids production coupled with community growth provided appropriate timing,” said Kurt Neidermeier, Utility Manager for the City of Otsego. In addition, expanding the facility’s processing capabilities meant implementing needed updates and upgrades. “The final product classification to Class A Exceptional Quality designation required equipment that the previous processes didn’t have,” Neidermeier added. Class A biosolids have been dried and heated and meet Environmental Protection Agency requirements to be safely and legally used as fertilizer and compost. These biosolids are the result of the wastewater treatment process, during which liquids and solids are separated. The solids are then treated to produce nutrient-rich, organic biosolids. To complete this process, the new facility is equipped with state-of-the-art technology that will ultimately benefit the agricultural industry as a whole and, by extension, the City of Otsego, and its outlying communities. Some of the more basic upgrades, Neidermeier said, include industrial centrifuges, for particle separation; lime reactors, for neutralizing and destroying waste odor; and remote monitoring, to allow for convenient access and control. “ULTIMATELY,” NEIDERMEIER CONTINUED, “THE GOAL IS TO THICKEN THE NUTRIENT-RICH MATERIAL INTO A SAFE AND FLEXIBLE PRODUCT FOR AGRICULTURAL BENEFIT.” To further assist with the process, the East Wastewater Treatment Facility will take advantage of the sun’s power when it’s outfitted with solar panels. “The rooftop-mounted panels will assist with daily energy use to about 50kW,” Neidermeier said. With limited resources, the Commission brought in their own decorations to dress up City Hall and serve approximately 200 families! Mayor Stockamp has been at each Santa Day since 2003, with one of her favorite memories being the year that there was a snowstorm and someone had to bring a camera to Prairie Center on a snowmobile because the photographer couldn’t make it in. The City Council has reviewed the results and will use them as a guiding document. The City is hoping to use this survey as a baseline, and to conduct another survey in a few years to compare results. The survey was completed by 309 residents, and that sample population was used to get a general idea of the total population, with a statistical margin of error at 5.5%. A few highlights from the survey are: Residents were asked to rate the quality of life here in Otsego, and the responses were very positive! Another question was asked on what influenced residents to move here. This was asked to all respondents, and it was not dependent on length of residency. • Location: 25% • Housing Options: 20% • Family: 13% • Cost of Living: 13% • Schools: 10% • Grew Up Here: 8% • Employment: 2% • Other: 9% Resident feedback for upcoming Park priorities are shown below and help our Parks and Recreation Department make short and long term plans!
