11-08-2021 City Council MinutesOTSEGO CITY COUNCIL MEETING MONDAY, NOVEMBER 8, 2021 7:00 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Stockamp called the meeting to order at 7:02 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Jeff Dahl, Tina Goede, and Brittany Moores. City Staff: City Administrator/Finance Director Adam Flaherty, Human Resources/ Assistant City Administrator Sabrina Hille, City Attorney Dave Kendall; City Engineer Ron Wagner; City Planner Daniel Licht; and City Clerk Audra Etzel. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:03 PM. Special Presentation: 2021 Photo Contest Winners. The City held its 5th annual photo contest. There were 30 entries in the Nature category and 5 entries in the Places category. A total of 964 votes were cast. The viewer's choice winner for the Nature category tied: Michelle Stamman received 185 for her Riverwood Frost photo. Mayor Stockamp presented a certificate and gift card to the winner. Corey Tanner, 7952 Palmgren Avenue NE had questions regarding Consent Agenda Item 3.5 Water Softener Ordinance. Questions: any issues with building code, what kind of pricing is this system compared to those that are not high efficiency, and lastly do any other cities enforce? CM Dahl said the sodium count was discussed with the Public Works Subcommittee to try and lower the counts at the plant. City Planner Licht added this was reviewed with City Staff, Building Inspector, City Attorney and the Public Works Subcommittee. The MPCA requirements need to be met to address the concerns. The City cannot require a water softener to be installed, but if installed the City can set the standards. City Administrator/Finance Director Flaherty added staff did not ask neighboring cities on their process and the stated the MPCA advised the count is high. The proposed ordinance is the action needed to move forward and limit the counts. Mayor Stockamp closed the Open Forum at 7:10 PM. 2. Consider Agenda Approval. CM Moores motioned to approve the agenda as written, seconded by CM Darkenwald. Voted in favor; Darkenwald, Stockamp, Goede, Moores, and Dahl. Voted against; none. Motion carried 5-0. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A.October 25, 2021 Meeting. B.October 25, 2021 Special Meeting 3.3 Approve City Council Special Compensation for October 2021. 3.4 Approve Pay Application #3 for the 2021 Trail Improvement Project. 3.5 Adopt Ordinance 2021-23 Amending the City Code Related to Water Softeners. CM Moores motioned to approve the consent agenda as written, seconded by CM Dahl. Voted in favor; Darkenwald, Stockamp, Goede, Moores, and Dahl. Voted against; none. Motion carried 5-0. 4.Planning: 4.1 Harvest Run East 4th Addition: A.Presentation by City Planner Licht. B.Consider Resolution 2021-87 Vacating Existing Drainage and Utility Easements. C.Consider Approval of a Final Plat. D.Consider Resolution 2021-88 Approving a Development Contract. City Planner Licht presented the staff report. Mr. Tom Bakritges with Capstone Homes was present to answer questions. CM Darkenwald asked about the trail connection. City Planner Licht explained there is a trail around 61st Street NE that will connect down at the cul-de-sac, which is in the NW corner through Riverpointe down towards the intersection at Randolph Ave NE and County Road 36 to where Frankford Park is located; which is about half a mile away. City Planner Licht showed a map of the future trail system. Mayor Stockamp said this has been a huge void for this area. City Planner Licht said Riverpointe was developed in 2004 before sidewalks were required; therefore, there are no sidewalks. The streets in Riverpointe are 32' wide, where developments with sidewalks have streets 28' wide. CM Darkenwald asked about the direction the water will drain. Engineer Wagner said this will flow towards the Crow River and to drainage ponds and wetlands. CM Darkenwald asked if there have been any issues as the area has developed? Engineer Wagner said the drainage has not been an issue. Mayor Stockamp said residents in the older neighborhood had similar issues with construction traffic. Planner Licht said this is not connected to the surrounding neighborhoods, noting all the previous complaints were to the south. Planner Licht added that Capstone has been very proactive with contacting their contractors and keeping them informed. City Engineer Wagner said there is also a buffer. CM Moores asked when this project might start. Tom Bakritges from Capstone Homes, 14015 Sunfish Lake Blvd, Ramsey, MN 55303 said they began this neighborhood about 3 years ago. They have begun the grading and anticipate being done grading in December and starting utilities in May 2022. Mr. Bakritges encouraged the City Council to drive through the neighborhood. Mr. Bakritges agreed with the information presented and thanked the staff and City Council. CM Darkenwald motioned to adopt Resolution 2021-87 vacating existing drainage and utility easements; approve the final plat of Harvest Run East 4th Addition subject to the conditions stated on the findings of fact and decision as presented; and adopt Resolution 2021-88 approving a Development Contract, seconded by CM Dahl. Voted in favor; Darkenwald, Stockamp, Goede, Moores, and Dahl. Voted against; none. Motion carried 5-0. 5.City Council Reports and Updates. Page 2 of 3 MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING NOVEMBER 8, 2021 Mayor Stockamp attended the grand opening in Dayton for the 194 and Dayton Parkway interchange. There were many wonderful speakers at the presentation and this is a great project. CM Darkenwald said the 194 West Corridor Coalition has brought the communities together to join in on projects and get funding grants. 6.Staff Reports and Updates. City Administrator/Finance Director Flaherty said City offices will be closed Thursday for Veteran's Day and next week on November 17th 1-Spm Northstar Regional is hosting an open house. Human Resources/Assistant City Administrator Hille said staff is finishing up the Winter edition of The View for publication next week and distribution at the end of the month. Engineer Wagner said finishing up the Walesch Estates survey, the residents are wondering what the project entails and their possible costs. Planner Licht said next Monday the Planning Commission has three items on the agenda: Self Storage, 2021 WSD Capacity and R&L Carriers on Queens Avenue. Staff has received calls regarding R&L Carriers and if Council receives questions, those should be directed to staff. CM Darkenwald asked City Attorney Kendall the guidelines. Attorney Kendall confirmed there should not be discussion. Sergeant Oltmanns with Wright County Sheriff's Office said this time of the year is busy with hunting and harvest season, car deer accidents increase. The car deer accidents enable their airbags and disables their vehicles, causing a panic for the driver and possibly create another accident with no lights. Mayor Stockamp asked about crime now that school is back in session. Sergeant Oltmanns said they are still seeing break-ins to vehicles and homes; most of the time the vehicle or homes are unlocked. Mayor Stockamp said the snow ordinance went into effect on November 1st • Sergeant Oltmanns said their department will be handing out orange warning cards that the ordinance will be enforced in the near future. 8.Adjournment.
