Call to Order.
Chair Angie Dehn called the meeting to order at 7:00 PM.
Roll Call: Chair Angie Dehn; Commissioners: Kitty Baltos, Jim Breitbach, Angi Hilde
Liz Benoit, Laurie Jones, Corey Tanner and Matt Killam.
City Council: Mayor Jessica Stockamp and Brittany Moores.
Staff: Ross Demant, Parks and Recreation Director and Connie Schwecke, Recreation
Coordinator.
This meeting is proceeding under MN State Statute 13D.021 allowing members to
appear by telephone or video conference due to the ongoing health pandemic and state
of emergency. For the record, the chair, other commissioners and staff were present in-
person. Those indicated with a (*) attended via video conference.
1. Open Forum.
2. Consider Agenda Approval.
Commissioner Hilde motioned to approve the amended agenda.
Seconded by Commissioner Benoit. All in favor. Motion carried.
3. Consider Meeting Minutes.
3.1 September 21, 2021 Regular Meeting Minutes.
Commissioner Baltos motioned to recommend to the City Council to
approve all meeting minutes as written. Seconded by Commissioner
Hilde. All in favor. Motion carried.
4. Unfinished Business.
5. New Business.
5.1 Wayfinding Signage
Parks and Recreation Director Demant presented memo. After discussion, the
commissioners agreed the importance of sign consistency and to prioritize the mapping
out where the park and trail wayfinding signs should be installed.
Chair Dehn motion to recommend that the City Council enter into a
contract with Wright County Public Health and Human Services
accepting a SHIP funded grant of $26,685 for the planning and
implementing of the Otsego Parks and Recreation Wayfinding program.
Seconded by Commissioner Killam All in favor. Motion carried.
ITEM 3.1
5.2 Cooperative Program Advertisement with the City of Rogers
Parks and Recreation Director Demant presented the memo.
After discussion, the commissioners decided to table this topic until more information
could be gathered
Chair Dehn motioned to table the motion to recommend that the City
Council approve staff to work with the City of Rogers to cooperatively
advertise non-duplicated programs. Seconded by Commissioner Benoit
All in favor to table the motion. Motion carried.
6. Parks and Recreation Update.
Parks and Recreation Director Demant presented parks update. Recreation Coordinator
Schwecke presented recreation update. Commissioner Breitbach asked if the City had
specific information regarding e-bikes. Parks and Recreation Director Demant
responded that he would bring information to the Commission meeting in November.
7. City Council Reports.
Mayor Jessica Stockamp presented City Council Report.
8. Adjourn.
Commissioner Breitbach motioned to adjourn. Seconded by
Commissioner Hilde. All in favor. Motion carried. Adjourned at 8:28
P.M.

RE: Parks and Recreation Rental Fees
Background Information
During the ballfield improvement discussion at the September 2021 Parks and Recreation
Commission meeting, commissioners review field use fees and compared Otsego’s fee with
those from surrounding communities. After a discussion, Commissioners requested that staff
bring back ballfield use fee adjustments for the 2022 season.
During the establishment of the field use fees and during subsequent fee adjustments
discussions, Commissioners have recommended that the fees always correspond to the fields
being used instead of a direct player fee. Staff is recommending the following fee adjustments
for 2022.

The Prairie Center rentals are beginning to increase with our first 10-hour rental happening this
Saturday, November 6, 2021. Staff are working on the 2022 Fee Schedule and recommending
making minor adjustments to the Prairie Center rental fees. The Park Shelter fee adjustment is
what the City currently charges for shelter use and wasn’t updated in the fee schedule.
Recommendations for Prairie Center Fees are as follows:
• Removing the option for participants to rent only ½ of the Activity Room.
• Including the kitchen rental as part of Activity Room rental.

Requested Commission Action
Staff is requesting that the Parks and Recreation Commission review the presented information
and provide a recommendation to the City Council.
Possible recommendation:
• Motion to recommend that the City Council approve the updated Parks and Recreation
Rental Fees for 2022.

Background Information
At the October 2021 Parks and Recreation Commission meeting, a question was asked any e-
bike regulations on City trails. Currently, the City does not have specific language regarding e-
bikes use on City trials.
Staff contacted the City of Elk River, Monticello, and Wright County to ask about their e-bikes
regulations on bituminous trails. Currently, none of the beforementioned entities have anything
in their City Ordinances that specifically address e-bikes.
The National Parks and Recreation Association has an e-bike thread on its website. Information
regarding what different state do regarding e-bikes was discussed. Many organizations refer to
what their state guidelines are. The State of Minnesota does regulate e-bikes, below is a
summary of the statute:
• Electric-assist or pedal-assist bicycles are allowed on state trails, or wherever normal
bicycles are allowed, if they meet the following definition in Minnesota Statutes 169.011,
Subdivision 27 .
o 2 or 3 wheels
o A saddle and fully operable pedals for human propulsion
o An electric motor that is:
1,000 watts or less,
incapable of propelling faster than 20 miles per hour,
incapable of further increasing the speed of the device when human
power alone is used to propel the vehicle at a speed of more than 20
miles per hour, and
disengages or ceases to function when the vehicles brakes are applied.

• A motorized bicycle that does not meet the definition of an electric-assist bicycle is not
allowed on state trails where motorized vehicles are prohibited.
• When riding on state trails, remember to yield to pedestrians and slower trail users, and
give an audible signal if passing.
The State of Minnesota does not allow the following vehicles or uses on state trails:
• Golf carts
• Motorized bicycles
• Motorized foot scooters
• Motorized vehicles, such as all-terrain vehicles, off-highway motorcycles, or off-highway
vehicles, except when specifically permitted.
• Any vehicle that is larger than half of the width of the trail treadway, as all users of state
trails must stay on the right half of the treadway when meeting or passing other trail
users.
Requested Commission Action
Staff is requesting that the Parks and Recreation Commission review the presented information
and provide a recommendation that Staff continue to monitor statewide municipal e-bike
regulations.
Possible recommendation:
• Motion to table any recommendation on regulating e-bikes on City trails until further
information is brought back to the Parks and Recreation Commission.
