Call to Order.
Chair Angie Dehn called the meeting to order at 7:00 PM.
Roll Call: Chair Angie Dehn; Commissioners: Kitty Baltos, Jim Breitbach, Angi Hilde
Liz Benoit, Laurie Jones, Corey Tanner and Matt Killam.
City Council: Mayor Jessica Stockamp and Brittany Moores.
Staff: Ross Demant, Parks and Recreation Director and Connie Schwecke, Recreation
Coordinator.
This meeting is proceeding under MN State Statute 13D.021 allowing members to
appear by telephone or video conference due to the ongoing health pandemic and state
of emergency. For the record, the chair, other commissioners and staff were present in-
person. Those indicated with a (*) attended via video conference.
1.Open Forum.
2.Consider Agenda Approval.
Commissioner Hilde motioned to approve the amended agenda.
Seconded by Commissioner Benoit. All in favor. Motion carried.
3.Consider Meeting Minutes.
3.1 September 21, 2021 Regular Meeting Minutes.
Commissioner Baltos motioned to recommend to the City Council to
approve all meeting minutes as written. Seconded by Commissioner
Hilde. All in favor. Motion carried.
4.Unfinished Business.
5.New Business.
5.1 Wayfinding Signage
Parks and Recreation Director Demant presented memo. After discussion, the
commissioners agreed the importance of sign consistency and to prioritize the mapping
out where the park and trail wayfinding signs should be installed.
Chair Dehn motion to recommend that the City Council enter into a
contract with Wright County Public Health and Human Services
accepting a SHIP funded grant of $26,685 for the planning and
implementing of the Otsego Parks and Recreation Wayfinding program.
Seconded by Commissioner Killam All in favor. Motion carried.
5.2 Cooperative Program Advertisement with the City of Rogers
Parks and Recreation Director Demant presented the memo.
After discussion, the commissioners decided to table this topic until more information
could be gathered
Chair Dehn motioned to table the motion to recommend that the City
Council approve staff to work with the City of Rogers to cooperatively
advertise non-duplicated programs. Seconded by Commissioner Benoit
All in favor to table the motion. Motion carried.
6.Parks and Recreation Update.
Parks and Recreation Director Demant presented parks update. Recreation Coordinator
Schwecke presented recreation update. Commissioner Breitbach asked if the City had
specific information regarding e-bikes. Parks and Recreation Director Demant
responded that he would bring information to the Commission meeting in November.
7.City Council Reports.
Mayor Jessica Stockamp presented City Council Report.
8.Adjourn.
Commissioner Breitbach motioned to adjourn. Seconded by
Commissioner Hilde. All in favor. Motion carried. Adjourned at 8:28
P.M.
