BACKGROUND/JUSTIFICATION:
The City Council annually reviews the proposed fee schedule to be adopted as part of the City Code for the
upcoming year. City staff has outlined the adjustments to the fee schedule for 2022 in the attached draft.
Items to note include:
Utility Availability/Connection Charges and Storm Water Impact Charges: The increases in these
development fees are based on of an index from Engineering News-Record (ENR) from November 2020 to
November 2021. The increase for 2022 is 9.22 percent.
Permit Fees: An increase in the water softener permit fee is proposed to be consistent with other flat fee
permits.
Assessor Fees: The Wright County Assessor charges the City for valuation of every new developed
property. The respective fees will increase in 2022 per the terms of the contractual services agreement
with Wright County, and the proposed increases in the fee schedule are to reflect that.
Park Fees: The Parks and Recreation Commission reviewed play field use, shelter rental, and Prairie Center
rental fees at a recent meeting to compare with neighboring communities, with increases recommended.
Water Meters: Costs for water meters for new construction have been revised to reflect current pricing.

THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
Section 1. Section 3‐1‐2 of the Otsego City Code is hereby amended establishing a fee schedule

Nonprofits serving the Otsego area will have the opportunity to rent space at Prairie Center once per
month for a fee of 50% of the regular residential fee rate for that space.
