01-25-10 CCITEM 3_1 OTSEGO CITY COUNCIL MEETING OTSEGO CITY HALL JANUARY 25, 2010 7:00 PM 1. Acting Mayor Vern Heidner will call the meeting to order. Acting Mayor Heidner called the meeting to order at 7 PM. Roll Call: Acting Mayor Vern Heidner; Councilmembers: Dan Scharber and Tom Darkenwald. Absent: Mayor Jessica Stockamp. Staff. Mike Robertson, City Administrator; Tami Loff, City Clerk; Gary Groen, Finance Director; Andy MacArthur, City Attorney; Dan Licht, City Planner; and Ron Wagner, City Engineer. Pledge of Allegiance: Acting Mayor Heidner led in the pledge of Allegiance. 2. Consider agenda al2l2roval. CM Heidner requested to move item 5.2 to 11.1. CM Scharber motioned to approve as amended. Seconded by CM lDarkenwald. AN in favor. Motion carried. 3. Consider the following minutes. 3.1. January 11. 2010 City Council Meeting. CM Scharber motioned adopt as written. Seconded by CM Heidner. All In favor. Motion carried. 4. Open Forum: (5 minute limit) Loren Kohnen, Metro West Building Inspection, introduced himself to the City Council. 5. Consent Agenda. (Non -controversial items). 5.1. Approve Claims List. 5.2. Council Review of 2010 Budgeted Expenditures -REMOVED 5.3. Received December 8, 2009 Police Commission Minutes. 5.4. 2010 Garbage Hauler License for Tidy Tim. 5.5. Approve Pay Request in the amount of $4,153.18 to SRF for Otsego Parks. 5.6. Received December 9, 2009 Parks & Rec Commission Minutes. 5.7. Declaration of surplus property-Hydroneamatic Tank located in Pump House #2. CM Scharber motioned to approve as amended. Seconded by CM Darkenwald. All in favor. Motion carried. 6. Unfinished Business. No items. 7. Public Works. No items. 8. Dan Licht. City Planner. 8.1. Snow Removal. City Planner Licht presented the Planners Report. The City has received complaints within Otsego Preserve neighborhood that snow has not been removed from some of the sidewalks. The current City Code requires property owners to remove snow from sidewalks in front of their home. He said that staff has noted other subdivisions with the same problem. The Public Works Department does not have the equipment to dear snow from the five foot wide sidewalks in residential subdivisions. CM Heidner said that the city should post sometime in the City Council Meeting January 25, 2010. Page 2. fall what the city removes and what is responsibility of property owners. City Council agrees for staff to contact the 31 property owners in Otsego Preserve to have them remove the snow. CM Darkenwald said that exit by Holiday the snow pile is so high you can't see around it. City Administrator Robertson said he will let Public Works know even though it is a County Road we can remove or push back the pile. 9. Ron Wagner, City Engineer. No items. 10. Andrew MacArthur, City Attomex. City Attorney MacArthur said he filled a brief on the hospital district with the Court of Appeals. CM Heidner said other hospital board members are going around to their jurisdiction; have we heard from Jim Augusto. City Administrator Robertson will contact him to come to the February e City Council meeting. 11. Council Items. 11.1. Council Review of 2010 Budgeted Expenditures. CM Heidner said this was brought up at the Administrative Sub -committee meeting. City Council agrees to wait to discuss when the Mayor is back. Finance Director said he went through the 2010 Budget Book and marked all line items that need further review. 12. Mike Robertson, QW Administrator. No items. 13. Gary Groen, Finance Director. Finance Director Groen said that Utility Billing Department will be going through three days of utility software training the rest of this week. 14. Tam! Loff, City Clerk. Board of Review set for April 29, 2010 at 6:30 PM. 15. Adjourn by 10 PM. CM Heidner said he met with Bill Swing from Wright County regarding the GIS and aerial photos. The City and County had an agreement that any updates on aerial photos would be free to us after our initial payment and now they are saying that agreement is no longer in effect and we would have to pay $1500. CM Heidner asked if it is used by staff. City Engineer Wagner said staff uses it to review applications. City Planner Licht said it is available on the County's website free of charge but could not be incorporated into the City's GIS. CM Scharber said he will not be at the March 22, 2010 meeting.
