PUBLIC HEARING

1 Mayor Stockamp calls the Public Hearing to order:
Mayor Stockamp called to order at 6:17 PM.
Roll Call: Mayor Jessica Stockamp; Councilmember's: Vern Heidner, Mark
Thorsted, Tom Darkenwald and Dan Scharber.
Staff: Judy Hudson, Clerk/Zoning Administrator; Gary Groen, Finance Director;
Andy MacArthur, City Attorney and Dan Licht, City Planner.
2 Presentation by Gary Groen, Finance Director.
Gary Groen presented the proposed tax levy for Otsego.
The preliminary tax levy proposal was $3,720,690. Otsego's actual tax rate has
continued to decrease over the past several years. Otsego doesn't receive
any State Aid or Federal Aid. CM Thorsted asked to clarify the purpose of this
meeting. Gary said this meeting tonight only addresses the 2009 budget and does
not address any questions about property valuation.
CM Darkenwald, Page 3, asked about GIS and if we have paid any money this
year. Gary said a small amount has been paid. CM Darkenwald asked about the
$500 for elections. Judy Hudson said it is for the ongoing maintenance agreement.
CM Darkenwald asked about no more debt service payments. Gary said this is for
the 1999 overlay, 2009 will be last payment year and we paid it out of capital
improvement fund this year. CM Darkenwald asked about pavement
management. Gary said as staff has looked at pavement management, we need
to build some money for 2011 when the amount will increase.

CM Heidner motioned to close the 2008 Truth in Taxation Hearing at 6:32 PM.
Seconded by CM Darkenwald. All in favor. Motion carried.
