SPECIAL CITY COUNCIL MEETING MINUTES
December 29, 2008
Roll Call: Otsego City Council: Mayor Jessica
Stockamp, Councilmembers Dan Scharber, Mark
Thorsted, Tom Darkenwald and Vern Heidner.
City Staff: City Administrator Michael Robertson
and City Attorney Andy MacArthur.
1 Mayor Jessica Stockamp will call the meeting to
order.
Mayor Stockamp called the meeting to order at 5:30
p.m.
2. Update on NSP Funds
Administrator Robertson updated Council on the
Federal Grant monies available under the
Neighborhood Stabilization Program (NSP). Robertson
said the Greater Minnesota Housing Agency has
offered to pay for any application for NSP funds
which is not successful, which limits the costs for
Otsego tax payers. Council directed Robertson to
keep pursuing the NSP grants.
3. 2009 Budget Cuts
Administrator Robertson said that based on the State
deficit he has told Finance Director Gary Groen to
prepare possible cuts to the 2009 budget based on
the assumption that the State will take all of the
Otsego's $186,000 in Market Value Credit (MVC) aid.
4. Proposed Personnel Policy Changes
Robertson reviewed proposed changes to the Personnel
Policy. He noted that staff has worked with
Personnel Consultant Sherrie Le and with the City
Attorney on the new language. He said this was the
first of several reviews of the Personnel Policy and
asked whether the Council wanted future reviews done
at Council meetings or at a workshop. Council was
in consensus that since business was slow that they
would like to discuss the updates at Council
meetings.
Councilmember Heidner, seconded by Councilmember
Thorsted, moved to approve the recommended change to
the Personnel Policy. Motion carried 5-0.
Councilmember Darkenwald, seconded by Councilmember
Thorsted, moved to approve Resolution 2008-76.
Motion carried 5-0.
