BACKGROUND/JUSTIFICATION:
The City Council annually reviews the proposed fee schedule to be adopted as part of the City Code for the
upcoming year. Minnesota Statutes 462.353, Subd. 4 requires a public hearing to be held for consideration
of fees to defray the costs incurred by it in reviewing, investigating, and administering of an application for
zoning or subdivision approvals.
City staff is recommending changes to the development application fees to require additional escrow funds
for costs incurred for planning, engineering, and legal review. The proposed revisions to increase the
escrow amounts for zoning applications related to commercial, industrial, and institutional developments,
which that require more time by the City Planner, City Engineer, and City Attorney to review and process.
The proposed changes also establish minimum escrow amounts for Development Contracts and Site
Improvement Performance Agreements related to project administration after approvals. These changes
will reduce the amount of work required by the Finance Department invoicing and collecting amounts due
in excess of the current escrow requirements.
The City Clerk is also recommending a reduction in the fee amount for temporary liquor licenses.
Temporary liquor licenses may be requested by a non-profit organization as part of a special event. The
only example of such licenses are those that have been issued to the Otsego Lions for the Otsego Prairie
Festival. Temporary liquor license applications are processed primarily by the State and require minimum
review by City staff. The reduction in the fee makes it commensurate with the effort required of the City to
process the application consistent with the intent for establishment of City fees.

THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
