BACKGROUND/JUSTIFICATION:
The 2022 Capital Improvement Plan (CIP) includes $895,304 in funding for the Walesch Estates & O’Day Acres
subdivisions identified as a Street Renewal Project. The streets within Walesch Estates are all paved with
ditches. Walesch Estates was originally paved in 1978 and overlaid in 1999. The existing roadway consists of
a 3 ½” bituminous surface approximately 18-22 feet wide. The streets are narrower than the City’s typical
section with areas of steeper than standard side slopes. The pavement is experiencing block, alligator, edge
cracking, and thermal cracking due to its age. The streets last received a seal coat in 2005.
The streets within O’Day Acres are all paved with bituminous curb. O’Day Acres was originally paved in 1994.
The existing roadway consists of a 3 ½” bituminous surface 28 feet wide with asphalt curb. The pavements
are experiencing block, alligator, and thermal cracking due to its age. The streets last received a seal coat in
2005.
The existing streets of Walesch Estates have a Pavement Condition Index (PCI) Rating of 33 and O’Day Acres
has a PCI Rating of 45, which is significantly below the average and are of the lowest current ratings in the
City. Typically, pavements with a PCI Rating of 50 or below are in their final stages of useful life and will need
to be reconstructed in the future.
Staff is requesting a feasibility report be completed to determine the best method of street renewal. The
report is required per MN Statue 429. The report will provide estimated project costs, identify benefiting
properties and funding options, and estimate assessment amounts.
In addition to the feasibility report, City staff is recommending a preliminary appraisal estimating the value
that benefitted properties may receive if the street is improved.
If the Council were to order the feasibility report, City staff anticipates it would be presented to the City
Council at the first meeting in February 2022.

ORDERING PREPARATION OF FEASIBILITY REPORT
FOR THE IMPROVEMENT OF STREETS
WITHIN WALESCH ESTATES & O’DAY ACRES
WHEREAS it is proposed to improve the streets within the Walesch Estates & O’Day Acres subdivisions, which
are in need of improvement, and to assess the benefited properties for all or a portion of the cost of the
improvement, pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. That the proposed improvement be referred to Hakanson Anderson for study and that they are
instructed to report to the City Council with all convenient speed advising the City Council in a
preliminary way as to whether the proposed improvement is feasible; whether it should be made as
proposed or in connection with some other improvement; the estimated cost of the improvement
as recommended; and a description of the methodology used to calculate individual assessments for
affected parcels.
