Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Jeff Dahl, Tina Goede, and Brittany Moores. City Staff: City Administrator/Finance Director Adam Flaherty, Human Resources/Assistant City Administrator Sabrina Hille, City Attorney Dave Kendall; City Engineer Ron Wagner; City Planner Daniel Licht; and City Clerk Audra Etzel. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. No one from the public spoke. CM Moores motioned to approve the consent agenda as written, seconded by CM Dahl. All in favor. Motion carried 5-0. 4. Administration: 4.1 2022 Budgets and Property Tax Levy: A. Truth in Taxation Presentation (City Administrator/ Finance Director Flaherty). B. Public Input. C. Consider Resolution 2021-100 Adopting the 2022 Annual Operation Budgets. D. Consider Resolution 2021-101 Setting the Final Property Tax Levy for the Taxes Payable 2022. E. Consider Resolution 2021-102 Adopting the 2022-2031 Capital Improvement Plan. City Administrator/Finance Director Flaherty presented the 2022 Budget and Property Tax Levy. There were no public comments. CM Darkenwald asked about the revenue on a per capita increase of $3.00, being less than a 1 percent increase. City Administrator/Finance Director Flaherty confirmed, yes. CM Darkenwald said looking at the 2022 tax levy summary, it appears to be decreasing $2.00 per capita from the current year. City Administrator/Finance Director Flaherty said yes, the net of $5.00 is made up through other funding sources mainly coming from licenses and permits for new construction. CM Darkenwald noted Otsego appears to be the lowest tax rate in Wright County. CM Darkenwald asked about the City's bond rating, Administrator/Finance Director Flaherty said the City's bond rating is AA+ from S&P, the second highest rating allowed; allowing the City to get better interest rates for projects. CM Dahl motioned to approve Resolution 2021-100 Adopting the 2022 Annual Operating Budgets, to approve Resolution 2021-101 Setting a Final Property Tax Levy for Taxes Payable in 2022, and to approve Resolution 2021-102 Adopting the 2022-2031 Capital Improvement Plan, seconded by CM Moores. CM Darkenwald asked if individual motions are required? Administrator/Finance Director Flaherty said the City Council has discretion on individual motions or one motion. All in favor. Motion carried 5-0. S. City Council Reports and Updates. CM Moores thanked staff for taking her calls and answering questions throughout the year, she appreciated their time. City Administrator/Finance Director Flaherty wished everyone Happy Holidays. Human Resources/Assistant City Administrator Hille noted year end is coming up and staff will be busy with payroll and Utility Department recruitments. Wishing everyone Happy Holidays. City Attorney Kendall wished everyone Happy Holidays. Engineer Wagner wished everyone Happy Holidays. City Planner Licht said there is one more Planning Commission meeting to consider a plat for Fields at Riverpointe. There have been 402 building permits issued to -date, with 29 pending being issued. City Planner Licht wished Happy Holidays to you and yours. Sergeant Oltmans said their staff if busy trying to attend court cases that have been back logged due to COVID-19. Also seeing issues with warrants, again because of the back log and COVID-19. The school Resource Officers are seeing more incidents that need to be investigated. 7. Adjournment.
