Call to Order.
Vice Chair Kitty Baltos called the meeting to order at 7:00 PM.
Roll Call: Vice Chair Kitty Baltos; Commissioners: Jim Breitbach, Angi Hilde
Liz Benoit, Corey Tanner and Matt Killam.
Absent: Chair Angie Dehn and Commissioner Laurie Jones
City Council: Council Member Brittany Moores.
Staff: Ross Demant, Parks and Recreation Director and Connie Schwecke, Recreation
Coordinator.
This meeting is proceeding under MN State Statute 13D.021 allowing members to
appear by telephone or video conference due to the ongoing health pandemic and state
of emergency. For the record, the chair, other commissioners and staff were present in-
person. Those indicated with a (*) attended via video conference.
1. Open Forum.
2. Consider Agenda Approval.
Commissioner Breitbach motioned to approve the amended agenda.
Seconded by Commissioner Tanner. All in favor. Motion carried.
3. Consider Meeting Minutes.
3.1 October 19, 2021 Regular Meeting Minutes.
Commissioner Tanner motioned to recommend to the City Council to
approve all meeting minutes as written. Seconded by Commissioner
Benoit. All in favor. Motion carried.
4. Unfinished Business.
5. New Business.
5.1 Parks and Recreation Rental Fees.
Parks and Recreation Director Demant presented memo. After discussion, the
commissioners agreed the shelter rates for a resident would be $20 and $40
nonresident.
Commissioner Hilde motion to recommend that the City Council
approve the updated Parks and Recreation Rental Fees for 2022.
Seconded by Commissioner Breitbach. All in favor. Motion carried.
ITEM 3.1
5.2 E-Bike Info:
Parks and Recreation Director Demant presented memo. State of Minnesota does not
allow golf courts. Paved trails are allowed for ADA Compliance.
After discussion, the commissioners agreed to table discussion and requested Parks and
Recreation Director Demant to bring more information to a future meeting.
Commissioner Tanner motioned to table any recommendation on
regulating e-bikes on City trails until further information is brought
back to the Parks and Recreation Commission. Seconded by
Commissioner Hilde. All in favor to table the motion. Motion carried.
5.3 River Access Survey Review.
Parks and Recreation Director Demant presented the results of the river access survey.
Demant stated there were 211 responses and asked commissioners to further review
these results for the December meeting when HkGI will be reviewing the survey results
and some river access conceptual plans.
6. Parks and Recreation Update.
Parks and Recreation Director Demant presented parks update. Recreation Coordinator
Schwecke presented recreation update.
7. City Council Reports.
Council Member Moores presented City Council Report.
8. Adjourn.
Commissioner Breitbach motioned to adjourn. Seconded by
Commissioner Killam. All in favor. Motion carried. Adjourned at 7:52
P.M.
