Call to Order.
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Tina Goede, and Brittany Moores; Absent:
Councilmember Jeff Dahl. City Staff: City Administrator/Finance Director Adam Flaherty, Human
Resources/Assistant City Administrator Sabrina Hille, City Attorney Dave Kendall; City Engineer Ron
Wagner, City Planner Daniel Licht, and Deputy Clerk Bethany Benting.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Mayor Stockamp opened the Open Forum at 7:01 PM.
Tanner Voeller, 14126 62nd Street NE, asked the City to address the zoning code for post frame buildings
in the area he is living in. Expressing to councilmembers he is a young, first-time buyer who is taking
pride in his property. As a tax payer he is trying to improve his land. He said the detached building that
was on his land is now torn down. Mr. Voeller said he would like to build a durable, nice looking building
that is cost efficient but needs a variance to do so. City Planner Licht explained he was not able to get
back to Mr. Voeller in a timely manner before the meeting, but said a possible Variance or a Zoning
Order amendment would need to be presented to the Planning Commission. City Planner Licht said city
staff can work with Mr. Voeller to come up with possible solutions and have the Planning Commission
review it as soon as February. Mayor Stockamp said she has never seen a resident come in to talk about
this certain situation but agrees that the Planning Commission should review it. City Planner Licht
explained why the zoning was the way it was but this is a unique situation. CM Darkenwald said he was
in favor of this plan to be presented to the Planning Commission. Mayor Stockamp asked if Mr. Voeller's
land could be subdivided. City Planner Licht said no. CM Goede also said she is in favor of this going to
the Planning Commission for review.
Mayor Stockamp closed the Open Forum at 7:11 PM.
2. Consider Agenda Approval.
Mayor Stockamp motioned to approve the agenda as written. Seconded by CM Moores. All
in favor. Motion carried 4-0

CM Darkenwald motioned to approve the consent agenda as written. Seconded by CM
Goede. All in favor. Motion carried 4-0.
4. Administration:
4.1 Fee Schedule:
A. Deputy Clerk Attests to Legal Notice.
B. Presentation of Fee Schedule by City Planner Licht.
C. Conduct Public Hearing.
D Consider Ordinance #2022-01 Amending the City Code Regarding the 2022 Fee Schedule.
Deputy Clerk attested that all notice requirements for the public hearing have been posted. City Planner
Licht presented the staff report.
Mayor Stockamp opened the Public Hearing at 7:15 PM.
No one from the public commented.
Mayor Stockamp closed the Public Hearing at 7:15 PM.
CM Darkenwald asked about the overall increase and asked if the use of time has been exceeding the
existing escrow amounts. City Planner Licht said they have and this is the main reason for the change.
CM Darkenwald asked about the Development Contract/SIPA — Minimums for the $10,000 and if there
would be a budget impact. City Administrator/Finance Director Adam Flaherty explained why the
increased escrow, also stating this would not affect the budget.
CM Moores motioned to adopt Ordinance 2022-01 amending the City Code regarding the
2022 fee schedule and approve publication in summary form. Seconded by Mayor
Stockamp. All in favor. Motion carried 4-0.
5. Engineering:
5.1 Walesch Estates & O'Day Acres Street Renewal Project.
A. Presentation by City Engineer Wagner.
B. Consider Resolution 2022-07 Ordering Preparation of a Feasibility Report.
City Engineer Wagner presented the staff report.
Mayor Stockamp asked if the meeting with the residents would be similar like the past projects
commenting that the residents appreciated asking specific questions about their own parcel. City
Engineer Wagner said past projects were about 30 residents to talk to and this project would be around
60 people. Due to Covid concerns he would like to have a couple of days' worth of meetings to reduce
the number of residents at one time. Mayor Stockamp said residents gave positive feedback and would
like to see it be similar.

CM Darkenwald motioned to adopt Resolution 2022-07 ordering preparation of a feasibility
report for the improvement of streets within Walesch Estates & O'Day Acres. Seconded by
CM Goede. All in favor. Motion carried 4-0.
5.2 Riverbend North Public Improvements.
A. Presentation by City Engineer Wagner.
B Consider Resolution 2022-08 Accepting Public Improvements for Riverbend North.
CM Darkenwald noted he will be abstaining from discussion of this item.
City Engineer Wagner presented the staff report.
CM Goede motioned to adopt Resolution 2022-08 accepting public improvements for
Riverbend North. Seconded by Mayor Stockamp. All in favor. Motion carried 3-0. CM
Darkenwald abstained.
6. Annual Business:
6.1 Appoint Acting Mayor.
Mayor Stockamp asked for nominations for Acting Mayor. CM Goede nominated herself. No second.
Mayor Stockamp nominated CM Darkenwald as he has done it in the past.
Mayor Stockamp motioned to appoint Tom Darkenwald as Acting Mayor. Seconded by CM
Moores. In favor: Mayor Stockamp, CM Moores and CM Darkenwald. Against: CM Goede.
Motion carried 3-1.
6.2 City Council Subcommittees & Liaison Appointments for 2022.
Mayor Stockamp handed out a list of the appointments for 2022 as follows:
Planning Commission Liaison: CM Darkenwald; Alternate Mayor Stockamp.
Parks and Recreation Commission Liaison: Mayor Stockamp; Alternate CM Moores.
Heritage Preservation Commission Liaison: CM Moores; Alternate CM Dahl.
Public Safety Commission Liaison: CM Goede; Alternate Mayor Stockamp.
Public Works Subcommittee: CM Dahl and CM Darkenwald.
Administrative Subcommittee: Mayor Stockamp and CM Moores.
Fire Advisory Sub -Committee: CM Darkenwald, CM Goede and City Staff Adam Flaherty.
I-94 Coalition: City Staff Adam Flaherty.
Otsego Creek Authority: TBD if needed.
CM Darkenwald motioned to approve the Appointments as listed, Seconded by CM Moores.

7. City Council Reports and Updates.
No updates.
8. Staff Reports and Updates.
City Administrator/Finance Director Flaherty reminded the Council about upcoming meetings and would
like confirmation if any Council members would like to attend. Reminded all that City offices will be
closed January 17 for the Martin Luther King Jr. Holiday.
Human Resources/Assistant City Administrator Hille announced both Utility position recruitments were
closed. There was one on tonight's agenda and the other will be on the next City Council agenda.
City Planner Licht commented that there are no Planning Commission meetings this month but there are
items for February.
Wright County Sheriff's Department Sergeant Oltmans noted the shift changes that have begun since the
beginning of the year. He said January and February are very busy months.

CM Darkenwald motioned to adjourn at 7:35 PM, seconded by CM Goede. All in favor.
