BACKGROUND/JUSTIFICATION:
Otsego Land Investments, LLC has submitted application to final plat Outlot B, Hunter Hills Third Addition
into three outlots reflecting investment ownership of the property. Outlot B, Hunter Hills was established
as future phases of the Hunter Hills Phase 3 preliminary plat. The Hunter Hills Phase 3 preliminary plat was
approved by the City Council on 28 June 2021
The property is guided by the Comprehensive Plan for Low Density Residential land uses and is zoned R-5,
Single and Two Family District. The approved preliminary plat provides for land uses consistent with the
Comprehensive Plan and subdivision of lots that comply with the requirements of the Zoning Ordinance.
The boundaries of the three outlots within the proposed final plat are congruous with the subdivision
design of the approved preliminary plat.
The proposed final plat does not create any lots, provide for dedication of public right-of-way, or include
construction of any public improvements. No development contract is required for the proposed final
plat.
The proposed final plat identifies dedication of drainage and utility easement over each of the outlots. We
recommend that the final plat be revised to remove the drainage and utility easement dedication and
provide for temporary easements by document that will expire upon platting of each outlot. This action
will avoid the need to process a vacation of the easements concurrent with a future final plat application.

HUNTER HILLS FOURTH ADDITION FINAL PLAT
FINDINGS OF FACT AND DECISION
APPLICANT: Otsego Land Investments, LLC
APPLICATION: Request for final plat approval of Hunter Hills Fourth Addition.

CITY COUNCIL MEETING: 14 February 2022
FINDINGS: Based upon review of the application and evidence received, the City Council of the City of
Otsego now makes the following findings of fact:
A. The legal description of the property described as Outlot B, Hunter Hills Third Addition, City of Otsego,
Wright County, Minnesota.
B. The property lies within the West Sewer Service District and is guided for Low Density Residential
land uses by the 2012 Otsego Comprehensive Plan, as amended.
C. The property is zoned R-5, Single and Two Family Residential District.
D. The City Council approved application for preliminary plat approval and a PUD-CUP on 28 June 2021.
E. The applicant is proposing a final plat of three outlots.
F. The Request for Council Action dated 14 February 2022 prepared by the City Planner, The Planning
Company LLC, is incorporated herein.
G. Final plat applications are processed in accordance with Section 10-3-3 of the Subdivision Ordinance
and do not require a recommendation by the Planning Commission.
DECISION: Based on the foregoing information and applicable ordinances, the application is hereby
APPROVED subject to the following conditions:
1. Temporary drainage and utility easements that expire upon final platting of each outlot into lots/blocks
shall be dedicated by document, subject to review and approval of the Zoning Administrator.
2. The final plat shall be recorded within 100 days of City Council approval as required by Section 10-5-
3.B.8 of the Subdivision Ordinance.
