While 2021 saw major growth, 2022 does not appear to be slowing down for the City. For the most up-to- date information on upcoming City projects and information on proposed residential and business development, follow the City Council and Planning Commission agendas that can be found on the City of Otsego website. If you have questions on any of these projects, please reach out to City Hall and staff can get you to the appropriate person to get your questions answered. This year, the City will be completing quite a few large projects. One will be the completion of the new water tower on the southwest side of Otsego, which will provide another landmark for our City. This will allow us to connect our east and west water systems that are within the sewer districts. This year, we will also be completing our comprehensive plan update. Cities generally update this document every 10 years. Our last comprehensive update was done in 2012 so we are right on track. Since this is a very large project, we need as much engagement from residents and businesses as possible. The comprehensive plan is the document that becomes the blueprint for our future. This update allows us to reflect on where we have been, where we are currently, and what we want the future to look like moving forward for the City of Otsego. Ultimately, this document provides the framework of how our Planning Commission and City Council will allow development to happen based on the policies adopted to guide housing, commercial growth, and parks and open spaces supported by necessary infrastructure and services. Additional information can be found within this newsletter and I ask that residents continue to check for opportunities to provide your input along the way. As the weather warms up, we hope residents continue to use our many parks and miles of trails. The City is looking to add new wayfinding signage to help residents and visitors find and use our facilities. Make sure to check out the Otsego Parks & Recreation Program guide this spring and throughout the year for all the great programs and activities they continue to offer residents. Otsego is the 14th fastest growing city in the state during that time and is now the largest city in Wright County. The 2020 population numbers do not include the home permits issued within 2021, which totaled 435, an 8 percent increase over the previous year. With the 2020 Census, changes are pending for the City regarding elections, including Congressional district boundaries, voting precincts, and polling locations. The City will be sharing this information when it becomes available to the public. County Commissioner district boundaries will not be changing for the first time in 50 years, which keeps Otsego within Wright County District 3, with Mark Daleiden in the seat currently. The City continues to focus efforts on expanding commercial and industrial developments, as they provide employment opportunities, provide retail and service options to the community, and diversify the City’s tax base. Commercial growth in the coming year will be most visible with the construction of new businesses including a Dunkin’ Donuts location and a new dentist office. Other commercial growth anticipated for the coming year includes R+L Carriers, a freight shipping and logistics company, and the expansion of the Room & Board warehouse and distribution facility. A number of industrial projects are in the planning and environmental review phase, with City staff expecting projects for City Council review later in the year. The City is currently evaluating our own facilities, and looks to develop a plan for the future. The City hopes to present information to the public in 2022 that will share proposed future plans for municipal buildings and the City campus. During this time the City is also exploring ideas for Emergency Management Services to provide the best service possible to the Otsego community. Watch our website and social media for updates as they arise. Water & Sewer Projects In 2021 the City initiated construction for Water Tower 4, located off of 70th Street and McAllister Avenue. The tower is anticipated to be fully painted and completed in the fall of 2022, after the interior of the tank is completed. Check out our website for a video of the bowl being lifted up this past fall! Another project in 2022 will be the West Wastewater Treatment Facility update and expansion. This project will be designed at the limits of current technology to increase discharge quality and to match the demand of future growth. The City of Otsego recently substantially completed the Wastewater Biosolids Facility, and now the City is able to recycle waste material and help local farmers by donating the recycled material. More information to be shared soon on how the process works, and the benefits of this new process! Parks & Recreation The Parks and Recreation Department received a grant in 2021 to help fund wayfinding for City parks and trails! Wayfinding, which is just a fancy name for park and trail signs, will help residents find the different facilities within the city! We look forward to highlighting our amenities. In 2022 the City is focusing planning efforts on an additional access to the Mississippi River. The most request features for parks were more trails and amenities. The Department plans to use this data to guide projects in the coming years. As for the rating of the quality of park and recreation facilities, 49 percent rated them Excellent and 38 percent Good. To guide our communication materials, the most requested information was events happening within the city. Using the community survey and community engagement, in 2022 the City will be completing the Prairie Park Master Plan. This will look out on how Prairie Park will develop through time; keep an eye on our website and social media for updates and to get involved in this project. In Closing Otsego is lucky to have an outstanding staff that works to keep this City moving forward and improving! The City Council and City staff will be reviewing and updating the Strategic Plan, which is used to help the city maintain a central vision to guide City goals and policy. In 2022 we will see the completion and opening of Prairie View Middle School, the new addition to ISD 728. This is located right next to Prairie View Elementary School. The City is thankful for all of the great working relationships with the County, the School District, and our neighboring cities and we look forward to exploring new partnership opportunities to continually better our communities. Deputies responded to 911 and non-emergency calls to suspicious circumstances hundreds of times in the past year. Our department looks at calls like these as ways for the community to act as our eyes and ears in their own neighborhoods. When you think of it, the top expert of what is normal in your neighborhood is the people that live there. Something as mundane as a garbage can left out a day or so past Thursday could seem like a nothing deal. However, as one Otsego resident found, it just didn’t sit right with them for some reason and they called our dispatch. A deputy responded to investigate, and our caller mentioned, “In the past 10 years I’ve never seen them leave their trash can out like that.” Sure enough, the resident (who lived alone) had suffered a medical emergency and was stranded on their floor for over a day. You never know when a set of circumstances that seems silly or uninteresting could mean the world to someone else. Our park system in Otsego is something we can be proud of, and our goal is to make sure everyone feels safe while they enjoy them. Whether you’ve walked to a park or if you live next to a park and just feel something is off and you’d like a squad to drive through the area simply for some presence, you can call our non-emergency line to request this. When the warmer weather eventually shows up, spring time is also when we see the most door-to-door sales persons. Otsego does require permits, which are obtained from city hall. As a resident you can request to see their permit and contact us if they haven’t been approved by the city. Our deputies can be great problem solvers, and our residents seeing things that are off in our community are things we’d like to take care of. Manganese is a mineral naturally occurring in rocks and soil which can be absorbed into water and food. Your body needs manganese to stay healthy, though like many other minerals, excessive amounts can cause complications with extended years of overexposure. A person who has a healthy liver and kidneys is able to excrete excess dietary/most manganese. Manganese is measured in parts per billion (ppb). Drinking water guidelines: • Infants younger than one year – manganese levels no more than 100 ppb or 0.1 mg/L • Persons one year or older – manganese levels no more than 300 ppb or 0.3 mg/L (mg/L = milligrams per Liter) Minnesota groundwater can naturally have levels of manganese higher than the MDH guidance. Public and private well owners are currently being notified of the new guidance. Otsego’s water supply wells are blended and generally indicate levels above 0.3 mg/L (300 ppm). Private well manganese levels are not monitored by the City. Common household water treatment filters and softeners may reduce manganese in your drinking water. What is Salinity? Salinity (salt) in water is a measure of dissolved mineral salts such as calcium, magnesium, potassium, sodium, sulfate, and chloride. All water supplies naturally contain some salt, but agricultural, industrial, and residential water users often add more salt to the water they use. Census figures released in 2021 show that the city’s population has grown 47 percent since 2010. In this competitive real estate market, current and prospective residents may wonder how market value is determined. What is market value? According to Minnesota state statute, “market value” is the typical selling price at the time of a home’s assessment, which could be obtained at a private sale or an auction sale. This is the most probable price that would prevail under competitive, open-market conditions. Who determines market value? The county Assessor is required by state law to establish classification and value of real estate as of January 2 of each year. The Assessor’s Office works throughout the year to estimate the market value of each property by viewing the property and any new construction, alterations, or improvements; gathering information about characteristics that would impact market value (size, age, quality, basement finish, and extra features); and estimating the value with the aid of a computerized system. Every property owner receives a value notice by mail each spring. The value and classification in that notification is used to calculate taxes payable in the following year. Trilogy serves students in grades 9-12 and is the only STEM-focused private school in Minnesota. 10 2022 Spring Otsego View COMPREHENSIVE PLAN UPDATE LAUNCHED The City’s current Comprehensive Plan was adopted in 2012 with minor amendments adopted since that date. The City Council, as part of its Strategic Plan, has determined a need to undertake an update of the Comprehensive Plan. A comprehensive plan generally establishes a guide for a minimum 20 year time frame. Changes in demographics, community character, market preferences, and best practices for development and infrastructure mean that it is typical for a City to revisit its Comprehensive Plan every 10 years. Otsego has experienced an increase in the rate of residential, as well as commercial and industrial, development during the second half of the last decade, which is continuing. There also have been significant investments made in regional and local infrastructure that will influence continued growth in Otsego. The timing of an update of the Otsego Comprehensive Plan in 2022 also coincides with completion of a community survey during 2021 and release of 2020 US Census information providing for the most up-to-date demographic information that will provide useful baseline information. The 2022 Comprehensive Plan Update is anticipated to occur over this year with City Council adoption of the final document targeted for December. The availability of information throughout the planning process is critical to promote a high level of public participation and input. Residents and businesses are encouraged to follow the progress of the Comprehensive Plan Update and are invited to participate at several points during the process: • A page on the City website at ci.otsego.mn.use/CompPlan22 will be updated with information regarding the process, draft text and maps, and meeting/open house schedules. • Announcements will be made on the City’s Facebook, Instagram, and Twitter accounts about important milestones and events for community engagement. • An interactive map will be available March 1 on the website to solicit public input on opportunities and issues in the community. • Look for updates as part of the Summer, Fall, and Winter editions of the Otsego View. • Two community open houses are being scheduled for April; the dates and locations will be posted on the project page on the City website. • Check the Planning Commission and City Council agendas for discussion of the Comprehensive Plan update at meetings that are open to the public. The City’s Comprehensive Plan is most effective as a tool for guiding growth and development when it reflects the priorities of the community. Each spring, the Wright County Assessor’s Office will mail a valuation notice informing you of the estimated market value and classification of your property. You have the right to an appeal if you feel the estimated market and/or property classification is not correct.
