RECOMMENDATION:
City staff recommends the City Council adopt a resolution to enter into an agreement with MNDOT.

BACKGROUND/JUSTIFICATION:
The City has obtained funding from MNDOT through the Local Partnership Program not to exceed $150,000
to improve the flashing left turn signals at the ramps of TH101 and County State Aid Highways 36, 38, and
42. The total project costs are estimated at $360,000, and the cost sharing included in the attached estimate.
As part of the submittal package to MNDOT, the City must have passed a resolution allowing the City to enter
into an agreement with MNDOT. The actual agreement with the City will be provided by MNDOT at a later
date once plans have been approved. In addition to the agreement with MNDOT, City staff will seek a cost
sharing agreement with Wright County once the bidding process is near. City Attorney Kendall will be
consulted for review of both agreements.
City staff has completed the necessary items to advance the project to be completed in 2022 even though
funding from MNDOT will not be available for reimbursement to the City until their fiscal year 2024.

RESOLUTION TO ENTER INTO MNDOT AGREEMENT NO. 1048186 FOR THE INSTALLATION OF FLASHING
LEFT HAND TURN SIGNALS FOR SIGNALS ASSOCIATED WITH TH101 INTERCHANGES AT WRIGHT CSAH 36,
CSAH 38 AND CSAH 42 OTHERWISE KNOWN AS IMPROVEMENT PROJECT SP 8606-35
WHEREAS it is proposed to improve signals adjacent to TH101 and enter into a MNDOT agreement with the
State of Minnesota for the following purposes:
To provide payment by the State to the City of Otsego of the State’s share of the costs of the improving the
signals adjacent to TH101 by installing flashing left hand turn signals at the interchanges of Wright CSAH 36,
CSAH 38 and CSAH 42.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. That the Mayor and City Clerk are authorized to enter into an agreement and any amendments to
the Agreement.
