AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending that the City Council approve revisions to a job description. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: City staff is proposing revisions to the Seasonal Maintenance job description to broaden the applicant pool. Staff would like to change the minimum age requirement be moved to 16 instead of 18. This change would allow there to be a larger applicant pool for seasonal positions. After reviewing Department of Labor and Industry guidelines on age restrictions, staff feels seasonal staff over 16 are allowed to complete a significant amount of the duties. Any work that is restricted for individuals under age 18, will only be completed by those who are over 18. The Administrative Subcommittee was presented with this information at its March 9 meeting and recommended that it be placed on consent agenda. BUDGET INFORMATION FUNDING: BUDGETED: Fund 101 – General (Parks and Streets Maintenance) Yes Position Description Position: Seasonal Maintenance Worker FLSA Status: Seasonal, Non-Exempt Approved: DRAFT DESCRIPTION OF WORK General Statement of Duties: Responsibilities include, but are not limited to, performing various types of semi-skilled work and operating light equipment involved in the repair and maintenance to city streets, parks, storm sewer systems, snow removal and ice control and other municipal property. Immediate Supervisor: Street Operations Manager or Parks and Recreation Director Supervises: None Provides Work Direct to: None MAJOR JOB FUNCTIONS A. Streets: a. Perform labor-related duties required to maintain streets and right of ways as blacktop patching, street sign repair, and culvert cleaning and repair b. Perform labor-related duties required in the maintenance of city buildings such as painting and general cleaning c. Perform other labor-related duties and responsibilities as apparent or assigned d. Operate light equipment and vehicles such as snow plows, tractors, bobcat, front end loaders, and snow blowers, other equipment necessary for snow removal e. Perform labor related duties necessary to snow removal and ice control B. Parks: a. Perform labor-related duties required to maintain city parks, facilities and grounds such as mowing, collecting trash, weed whipping, ball field maintenance, and playground maintenance b. Perform other labor-related duties and responsibilities as apparent or assigned C. Storm water: a. Trim trees, cut tree limbs into sections using a chain saw and removes all debris for chipping b. Reconstruct and maintain pathways and maintain storm sewer ponds, inlets and outlets; maintain shoulders and mows ditches c. Establish new turf areas by seeding or laying sod and ensuring regular irrigation and maintains by mowing, trimming, removing leaves and debris and thatching; may plant trees or shrubs d. Clean and rebuild catch basins and assists contractors in repair and maintenance of storm sewer system D. General a. Confer with supervisor, peers, and employees to discuss and resolve issues b. Provide exceptional customer service to residents, developers, city officials, and the general public c. Make decisions that are always in the best interest of the City d. Follow all safety policies and procedures e. Follow all City policies and procedures f. Treat fellow employees with respect and integrity g. Promote a positive and motivating environment h. Perform other duties and projects as assigned KNOWLEDGE, SKILLS AND ABILITIES • Demonstrable knowledge of methods, tools and equipment used for streets maintenance and park maintenance • Ability to communicate clearly, professionally, effectively, and precisely both verbally and in writing • Ability to resolve and diffuse conflicts • Ability to work independently and as part of a team and to coordinate work with other departments • Strong sense of honesty, integrity, and credibility MINIMUM QUALIFICATIONS 1. Must be 1618 years of age or older 2. Must have a high school diploma/GED (unless currently enrolled18 and senior in High School) 3. A valid driver’s license PREFERRED QUALIFICATIONS 1. Previous experience in the operations and maintenance of tools and equipment used in street and park maintenance 2.
