AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends the City Council conduct the Public Improvement Hearing for the Walesch Estates and O’Day Acres Street Renewal improvement and approve a resolution ordering plans and specifications. BACKGROUND/JUSTIFICATION: Each year the City Engineer and Street Operations Manager review and score the entire existing street infrastructure. Based on this review, the Capital Improvement Plan (CIP) is developed. This plan includes street renewal projects prioritized towards the street infrastructure in the worst condition. For 2022, the recommended project are the streets within Walesch Estates and O’Day Acres. The streets within Walesch Estates (1st and 2nd Additions) and O’Day Acres are paved. All original streets consisted of 3 ½” of bituminous over approximately 6” of class 5. Streets in Walesch Estates vary from 18’ to 22’ wide with ditches, while O’Day Acres is approximately 29’ to 30’ with bituminous curb. The pavement is experiencing extensive block and thermal cracking as well as some alligator cracking and scabbing due to its age. The existing street surfaces in Walesch Estates and O’Day Acres have PCI (Pavement Condition Index) Ratings of 33 and 45 respectively, both well below the average in the City of Otsego. Typically, pavements with PCI Ratings 50 and lower are in their final stages of useful life and will need to be reconstructed or overlaid in the very near future. In addition to reclaiming and paving the streets, existing centerline culverts will be replaced as necessary. Some existing ditches will also be regraded to provide better drainage. City Council authorized the preparation of a Feasibility Study to determine what needs to be completed to remedy the issues, determine a cost estimate and allocate costs. An open house was held March 10th to provide residents a less formal opportunity to review the project and discuss the project with the design team. A public hearing is being held to present the study to the residents. The City Council will hear resident’s comments or concerns regarding the possibility of continuing toward a project and with regard to the potential for assessments in accordance with MN State Statue 429 and City Policy. After the public hearing is closed, the City Council will determine whether to move forward with the project by considering approval of a resolution authorizing preparation of plans and specifications. If approved, the plans and specifications will be considered for approval by the City Council at a future meeting, where staff would be seeking authorization to bid the project. The total estimated project cost is $991,711 and is proposed to be funded using approximately 12% assessments and 88% City funds. The CIP estimate was $895,304.33. INTRODUCTION The purpose of this Feasibility Report is to present the City of Otsego with a preliminary examination of municipal street improvements for streets within the Walesch Estates & O’Day Acres subdivision in Otsego, Minnesota. Project Location Map The report discusses the proposed scope of improvements, preliminary cost estimates, and a project schedule. The report has been prepared in compliance with Minnesota State Statutes 429 for projects resulting in special assessments. 2 Walesch Estates was constructed in 1978 and overlaid in 1999. The conditions of the streets within Walesch Estates have deteriorated to a point that a full depth reclaim is recommended. The existing streets were constructed with ditches and culverts to provide drainage. The cost and time associated with patching necessary to maintain the streets is increasing and becoming substantial. O’Day Acres was constructed in 1994. The conditions of the streets within O’Day Acres have deteriorated to a point that a full depth reclaim and reconstructing with new concrete curb and gutter is recommended. The existing streets were constructed with a bituminous curb and minimal storm sewer. The cost and time associated with patching necessary to maintain the streets is also increasing and becoming substantial. The existing street surfaces within Walesch Estates have a PCI (Pavement Condition Index) Rating of 33 and O’Day Acres have a PCI Rating of 45, which is well below the average in the City of Otsego. Typically, pavements with PCI Ratings of 50 or less are in their final stages of useful life and will need to be reconstructed or overlaid in the very near future. 3 4 The Walesch Estates & O’Day Acres streets have been included on the Street Renewal plan and included in the Capital Improvement Plans (CIP) for several years. Due to this, the City Council authorized a Feasibility Report be completed to determine costs and potential sources of funding. PCI RATING MAP – 2022 The original streets in Walesch Estates were constructed with 3½” of bituminous over 6” of class 5 gravel with ditches and culverts to provide drainage. The streets are 18-22’ wide. A seal coat was applied in 2005. The original pavement is 44 years old now with an overlay 23 years ago. At this time the streets are experiencing extensive block and thermal cracking and the edges are experiencing alligator cracking. Therefore, it is recommended to reconstruct the streets at this time. The original streets in O’Day Acres were constructed with 3½” of bituminous over 6” of class 5 gravel with bituminous curb and approximately 29’- 30’ wide. A seal coat was applied in 2005. The original pavement is 28 years old now. Normally an overlay would be recommended at this time, but with the adjacent larger project receiving a reconstruct, this short stretch would be better served to be reconstructed as well. In addition, the City would like to eliminate asphalt curbing as concrete curbing is advised. 5 II. PROPOSED PROJECT The proposed street improvement project consists of improving streets within Walesch Estates and O’Day Acres, specifically 82nd Street NE, 81st Street NE, 79th Street NE, 78th Street NE, O’Day Ave NE, Ochoa Ave NE, O’Brian Ave NE, and O’Day Circle NE. Proposed improvement work includes full depth reclaim; evaluating existing center line culverts and storm sewer and replacing as needed; shaping and compaction of the reclaimed material; regrading problematic ditches, and lessening the most sever ditch slopes; placement of 3½” of bituminous in two lifts; and placing gravel shouldering, restoring with a topsoil, seeding, and hydro-mulching. The proposed street typical section within Walesch Estates would be constructed to a standard width of 10’ paved lanes with 1’ grave shoulders. This is not in conformance with any current City Standard but the cost for upgrading existing rural streets to current City standard would be exorbitant. O’Day Circle typical section will be reconstructed to current standard of 28’ wide with concrete curb and gutter and will be in general conformance with the current City urban standard. In general, the street will stay at its existing elevation. Existing bituminous driveways will be milled approximately 2’-5’ back from the edge of the road and match the street elevation. Where necessary, concrete driveways will be saw cut at a joint and replaced to match the new street bituminous elevation. All other gravel driveway will have gravel material added to match the new bituminous. Walesch Estates Typical Section 6 O’Day Acres Typical Section Surface water within the project area will be conveyed via the ditch and culvert system. Center line culverts will be inspected and replaced if they are in poor condition or are corrugated metal pipes. O’Day Acres bituminous curb will be replaced with concrete curb and gutter. The exiting storm sewer at the north end of the cul-de-sac will be inspected and rehabbed if necessary. III. INITIATION The feasibility report was initiated by the City Council due to the PCI ratings in accordance with the city’s policy regarding streets renewal program. IV. FEASIBILITY The project necessary, cost effective, and feasible from an engineering standpoint. The value of existing housing is positively benefited by accessing a bituminous paved street in good condition. It can be accomplished as proposed, and need not be constructed in conjunction with any other project. The City and the persons assessed should review the project for benefit to determine the economic feasibility of the proposed improvements. 7 V. RIGHT-OF-WAY / EASEMENTS The existing streets and proposed street improvements are located within the existing 66 and 60-foot-wide right-of-way. VI. PERMITS No permits would be required to accomplish the work. VII. COMPLETION This project is proposed to be completed during the 2022 construction season. VIII. ESTIMATED PROJECT COST Included in this report (Exhibit C) is a detailed estimate of construction costs for the street improvements. The estimated total project cost is $991,711. 8 The costs herein are estimates only and are not guaranteed prices. The quantities are estimates also. The contractor will be paid only for work completed. The cost estimates are based on unit prices from previous similar projects costs and projected for current inflation. X. PROPOSED FUNDING The funding for this project is expected to be provided by two sources, the City of Otsego and the benefiting property owners. The benefiting property owners are proposed to be assessed $114,660 or $1,092 per lot and the City would provide the remaining estimated at $877,051. Map of Benefiting Properties 9 XI. ESTIMATED ASSESSMENT The per unit method of assessment was used due to all the benefiting properties being single family homes and use the street in much the same manner. The latest assessment policy for street reconstructs such as this project is to assess at 20% of the project cost, but not to exceed $1,092 per lot or benefiting property. 20% of project cost would set the assessment at $1,888.97 per benefitting property, therefore, assessments were capped at $1,092 per benefitting property. The percentage proposed to be assessed on this project amounts to 11.6%. See Exhibit D for the Benefiting Property Assessment Summary. XII. CONCLUSION AND RECOMMENDATION This report analyzed the feasibility of improving streets within the Walesch Estates & O’Day Acres subdivisions. The proposed improvements are necessary, cost effective and feasible from a technical and engineering stand- point, and benefit the properties proposed as shown on Exhibit E. The project can be efficiently completed as a stand-alone project. The project is proposed to be funded by assessing the benefiting properties as well as receiving funds from the City of Otsego. ORDERING PREPARATION OF PLANS AND SPECIFICATIONS FOR THE 2022 STREET RENEWAL IMPROVEMENT OF STREETS WITHIN WALESCH ESTATES AND O’DAY ACRES WHEREAS, a resolution of the City Council adopted the 14th day of February 2022, fixed a date for a Council Hearing on the proposed improvement of streets within Walesch Estates and O’Day Acres subdivisions; and, WHEREAS, ten days mailed noticed and two weeks’ published notice of the hearing was given and the hearing was held thereon on the 14th day of March, 2022, at which all persons desiring to be heard were given an opportunity to be heard thereon. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA: 1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report. 2. Such improvement is hereby ordered. 3.
