AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending that the City Council adopt a resolution establishing precinct boundaries and polling places. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: Minnesota Statue §204B.14, Subd. 3(e) requires that precinct boundaries must be reestablished within 60 days of the time when the legislature has been redistricted or at least 19 weeks before the state primary election, whichever comes first. The Minnesota Supreme Court Special Redistricting Panel released its congressional and legislative redistricting plan on February 15, 2022. Municipalities have until March 29, 2022 to reestablish their precinct boundaries based on the court’s plan. The attached precinct map divides the City into four voting precincts. Polling places must be fully accessible, large enough to accommodate the election activities, free of other non-election activities, smoke and liquor free, and must be located either within the precinct boundary or within one mile of the precinct boundary. The proposed precinct map was reviewed by the Administrative Subcommittee at their meeting on March 9, and by the City Council at their special meeting on March 14. Staff has prepared a resolution and map for City Council approval. BUDGET INFORMATION FUNDING: BUDGETED: N/A N/A 1 CITY OF OTSEGO COUNTY OF WRIGHT STATE OF MINNESOTA RESOLUTION NO: 2022-31 ESTABLISHING PRECINCTS BOUNDARIES AND POLLING PLACES WHEREAS, the legislature of the State of Minnesota has been redistricted; and WHEREAS, Minnesota Statute §204B.14, Subd. 3(e) requires that precinct boundaries must be reestablished within 60 days of the time when the legislature has been redistricted or at least 19 weeks before the state primary election, whichever comes first; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA: 1. That the following voting precincts and polling places are established as described: Precinct 1A (Prairie Center, 8899 Nashua Avenue NE) That Part of the City lying west of the 30A/30B congressional district boundary excepting Precinct 2A. Precinct 2A (Prairie View Middle School, 8300 Maciver Ave NE) That part of the City lying east of CSAH 19 (CSAH 38 to 80th Street NE), south of 80th Street NE (CSAH 19 to MacIver Avenue NE), east of MacIver Avenue NE (80th Street NE to 85th Street NE), south of 85th Street NE (MacIver Avenue NE to Mason Avenue NE) and west of Mason Avenue NE (85th Street NE to CR 137). Precinct 3B (Otsego Elementary School, 8125 River Road) That part of the City lying south of CSAH 39 (Nashua Avenue NE to CSAH 42), west of CSAH 42 (CSAH 39 to TH101), west of TH101 (CSAH 42 to CSAH 38), south of CSAH 38 (TH101 to CSAH 42), south of CSAH 42 (CSAH 38 to the Crow River) and east of the 30A/30B congressional district boundary. Precinct 4B (Guardian Angels, 9200 Quantrelle Avenue NE) That part of the City lying east of Nashua Avenue (Mississippi River to CSAH 39), north of CSAH 39 (Nashua Avenue NE to CSAH 42), east of CSAH 42 (CSAH 39 to TH101), east of TH101 (CSAH 42 to CSAH 38), north of CSAH 38 (TH101 to CSAH 42) and north of CSAH 42 (CSAH 38 to the Crow River). 2.
