Call to Order.
Chair Offerman called the meeting to order at 7:00 PM.
Roll Call: Chair Alan Offerman; Commissioners: Charles Foster, Laurie Jones, Vern
Heidner, Jim Kolles, Aaron Stritesky, Pam Black and Richard Nichols*; Absent: None;
Present: City Council: CM Tom Darkenwald, Mayor Jessica Stockamp*, CM Tina
Goede*, and Brittany Moores*. City Staff: City Planner Daniel Licht, City Engineer Ron
Wagner, and Deputy Clerk Bethany Benting. Those indicated with a (*) attended via
video conference.
1. Announcements:
City Planner Licht welcomed Laurie Jones as this was her first meeting as a new
Planning Commissioner.
City Planner Licht noted those members of the City Council and Planning Commission
who were online.

2. 1 Election of the 2022 Planning Commission Chair & Vice -Chair.
Commissioner Stritesky motioned to appoint Commissioner Offerman as
Chair. Seconded by Commissioner Heidner. All in favor. Motion carried. 7-0.
Commissioner Black motioned to appoint Commissioner Stritesky as Vice
Chair. Seconded by Commissioner Heidner. All in favor. Motion carried. 7-0.
3. Consider the following minutes:

Commissioner Foster motioned to approve the minutes as written. Seconded

City Planner Licht presented the Planning Report.
Applicant, Maren Lapham, Endeavor Development, was present and agreed to the staff
report.
Chair Offerman opened the Public Hearing at 7:18 PM.
Julie Winkelme, 6224 Quenroe Ave NE, is concerned about the change in zoning from
Agricultural to Industrial, lighting and noise impacts, and loss of wildlife habitat.
Matt Weaver, 16544 62nd Street NE, is concerned about wildlife and drainage. Mr.
Weaver says his house value will be going down. Mr. Weaver is also concerned that
there will be a lot more traffic due to the increase of cars, trucks and employees driving
to and from the site. Mr. Weaver explained all of the rooms in his house face the
property and the lights will be shinning right in his house.
Nicki Mera*, 16850 62nd Street NE, added her concerns about traffic speed on Queens
and potential stormwater drainage issues caused by the development.
Steve Mera*, 16850 62nd Street NE, asked if the truck parking could be moved to the
east side of the building to minimize noise, especially in winter.
Chair Offerman closed the Public Hearing at 7:33 PM.
City Planner Licht said that property value changes are not a criteria for zoning and
subdivision applications.
City Planner Licht explained exterior lighting performance standards and City staff
recommendations regarding fencing and landscaping.
City Planner Licht said that the truck parking is on the south side of the building due to
the cross -dock operation and planned future expansion of the building to the east.
City Planner Licht said that all urban development within the City will impact the wildlife
but this entire area is within the East Sewer District.
City Engineer Wagner explained how and why the wetlands are being impacted.

City Engineer Wagner addressed the concerns for traffic noting the design capacity of
Queens Avenue is for up to 15,000 vehicles per day. City Engineer Wagner said that
speed limits are an enforcement issue that the WSCO can be directed to.
Eric Headman the Civil Engineer for the project explained the wetland mitigation and
stormwater management requirements.
Chair Offerman clarified that the lots adjacent to the proposed development are higher
or lower than the proposed building depending on the location along the property line.
Commissioner Foster asked City Planner Licht when Harvest Run and Harvest Run East
were approved. City Planner Licht said the preliminary plat was approved in December
2017. Commissioner Foster also asked if all residents who spoke are located on the
property line. City Planner said yes. Commissioner Foster asked what is being
developed to the south east. City Planner explained that there is a current application
for Fields of Riverpoint for additional residential development.
Chair Offerman asked the developer what the hours of operation would be. Ms.
Lapham said standard business hours. City Planner Licht explained there is not a
restriction for hours of operation.
Commissioner Foster asked the developer how the proposed building area compares
with buildings they have constructed in other cities. Ms. Lapham said this building will
be much larger than the typical buildings they are developing in other cities. Ms.
Lapham also addressed the trailer parking and said there will be loading docks on both
sides.
Commissioner Stritesky asked about the maintenance of the trees and landscape. City
Planner Licht explained the installation of the landscaping is guaranteed by the required
performance agreement and that it's the property owner's responsibility to maintain.
Chair Offerman commented the berm is not requirement of the Zoning Ordinance, but
appreciates it being proposed by the developer to increase screening.
Commissioner Foster asked if anyone else was interested in developing the site. City
Planner Licht said no one has contacted City staff.
Chair Offerman asked about the wetland impacts. City Engineer Wagner explained the
proposed wetland impacts in more detail.

Chair Offerman also asked about the recommendation for evergreen trees on the
proposed berm. City Planner Licht explained that the landscaping includes both
evergreen and shade trees to include higher, faster growing species.
Commissioner Kolles asked about the trail/sidewalk and if it would interfere with school
bus stops. City Planner Licht explained that there is an existing trail on Queens Avenue,
a sidewalk between the building and a trail is recommended, and that the pedestrian
access would not interfere with school bus stop to the south on 62nd Street.
Commissioner Jones asked about the requirements for the lighting on/above the dock
doors. City Planner Licht explained that the light fixtures must have a 90 -degree
horizontal shield.
Commissioner Stritesky motioned to recommend approval of a Zoning Map
amendment rezoning the subject site to I-1 District; adoption of findings of
fact that the project will not have potential for significant environmental
effects; and approval of a preliminary/final plat and site and building plans
for Phase 1, subject to the following conditions as stated in the staff report.
Seconded by Commissioner Heidner. All in favor. Motion carried. 7-0.
4.2 Dakota Supply:
A Zoning Map amendment rezoning from A-1, Agriculture Rural Service
District to I-2, General Industrial District.
B. Interim Use Permit for outdoor storage.
C. Site and Building Plan Review for a 32,000 square foot industrial
warehouse.
D. Preliminary/Final Plat
City Planner Licht presented the Planning Report.
Applicant, Victoria Perbix of Interstate Development, was present and agreed to the
staff report.
Chair Offerman opened the Public Hearing at 8:11 PM.
Robin Fauchald, 7524 Kadler Ave NE, is concerned about traffic volume and speeds on
Kadler Avenue and potential stormwater impacts to her property. Ms. Fuchald also
commented about the exterior lighting.

City Planner Licht said the City is reviewing proposed speed limits for Kadler Avenue
and that enforcement would be directed to the WCSO.
Brian Wurdeman, developer's civil engineer, explained the site grading and stormwater
management for the site development. City Planner Licht explained that Kadler Avenue
will have its own storm water basin for runoff from the street.
Chair Offerman asked if there is anything that can be done to direct traffic south to 70th
Street. City Engineer said the City cannot require traffic to go only south on the
improved section of Kadler Avenue. City Engineer Wagner also commented about the
speed limit study to possibly reduce speeds on that roadway.
Commissioner Heidner asked who owns the property. City Planner Licht said it is
Otsego Farms, LLC.
Commissioner Heidner also commented about the exterior lights and how much they
aluminate even with exterior lighting standards. Chair Offerman asked if City staff
would be able to follow up on lighting issues. City Planner Licht stated that exterior
lighting at Michels and Bury Industries will be inspected.
Commissioner Black motioned to recommend approval of a Zoning Map
amendment rezoning the subject site to I-2, General Industrial District.

Commissioner Heidner motioned to recommend approval of the Interstate
Addition; and site and building plans and interim use permit for Dakota
Supply Group, subject to the following conditions as stated in the staff
report. Seconded by Commissioner Stritesky. All in favor. Motion carried. 7-
0.
4.3 Autoplex LLC:
A PUD Concept Plan for development of an automobile -oriented clubhouse
and individually owned storage units.
City Planner Licht presented the Planning Report.
Applicant, Ben Krsnak of VIP Autoplex, LLC, was present and agreed to the staff report.

Scott Zackman, 10100 70th Street Albertville, asked about fences, outside storage, use
times, and alcohol. He also asked about the type of security and is worried about crime.
He said the traffic with car shows and other industrial use is concerning as well.
Chair Offerman closed the Public Hearing at 8:36 PM.
Mr. Krsnak explained it would be an association -based property where security would
be up to each property owner. As for storage everything will be required to be inside,
there will be nothing allowed to be stored outside. The private club would have to abide
by any State statue regarding alcohol.
Commissioner Stritesky asked if there would be onsite waste disposal such as oil, etc.
Mr. Krsnsak said that would be up to individual owners to dispose of off-site.
Commissioner Jones asked about the events/car shows, how often it will occur, hours,
and how many spectators. Mr. Krsnak said they would typically be a weekend event
during the day. Ms. Jones asked about possible attendance and space for parking. Mr.
Krsnak said they are proposing 30 parking stalls.
City Planner Licht explained that by establishing a PUD district, conditions for special
events could be imposed. City Planner Licht added that hours for site and alcohol sales
could also be addressed through a PUD.
Commissioner Black asked if the buildings have alarms. Mr. Krsnak said it would be up
to individual the owners. City Planner Licht suggested the applicant could ask cities and
Wright County to comment about security concerns for existing developments like this
in other cities.
Commissioner Stritesky commented that he supports the proposed use and the location.
Commissioner Stritesky said he is concerned about parking. Mr. Krsnak noted that they
do own more property in the area that they would be able to add parking stalls if that is
a concern.
Commissioner Foster asked where this company is based out of. Mr. Krsnak said Eden
Prairie, Minnesota.
Chair Offerman supports the proposed use and thinks it is a good buffer from
residential. Chair Offerman also stated he is concerned about parking for events.
Commissioner Foster asked why locate this use in Otsego? Mr. Krsnack stated that they
already own the land and believe it is a good location for this use based on good access
to major transportation corridors, area restaurants, and shopping.

Commissioner Stritesky motioned to recommend support for the proposed
VIP Autoplex PUD Concept Plan subject to the following conditions as stated
in the staff report. Seconded by Commissioner Black. All in favor. Motion
carried. 7-0.

CM Darkenwald updated the Planning Commission on recent City Council actions.
5.2 Updates on future Planning Commission items.
City Planner Licht updated the commissioners on possible future agenda items.
