03-14-22 Special City Council Meeting MinutesSPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, MARCH 14, 2022 6 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Jessica Stockamp called the meeting to order at 6:11 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Jeff Dahl and Tom Darkenwald. Absent: Councilmembers: Tina Goede and Brittany Moores. City Staff: City Administrator/Finance Director Adam Flaherty; Human Resources/Assistant City Administrator Sabrina Hille; City Engineer Ron Wagner; City Planner Daniel Licht; and City Clerk Audra Etzel. 1. Review Draft Election Precinct Maps. City Administrator/Finance Director Flaherty said a proposed election precinct map containing four precincts with two new sites was reviewed at the Administrative Subcommittee meeting. Staff was directed to prepare other options to reduce the size of Precinct 4B at Guardian Angels. Four options with different precinct lines within Legislative 30B were prepared for consideration. After discussion, the City Council agreed to go with Option 4 showing the least number of voters in Precinct 4B at Guardian Angels. Staff will prepare a resolution for final approval of the election precinct map at the next City Council meeting on consent. 2. Discuss American Rescue Plan Recovery Funds. City Administrator/Finance Director Flaherty said the City will receive ARPA funds of approximately $1.8million. Half of the funds been received with the other half anticipated to be received later in 2022. The City must obligate the funds by December 31, 2024 and spent by December 31,2026. The final ruling in early February states cities can have a standard allowance up to $10 million dollars and have a one-time reporting requirement. To date a minimal amount of the funds received have been used for the COVID-19 Leave Program. The City Council agrees with further consideration of the standard allowance and they would like to use the funds on tax payer funded services vs. user funded services. Staff will verify what will be lawful expenses allowed and bring back an update at a future meeting. 3. Adjourn. CM Darkenwald motioned to adjourn at 6:46 PM, seconded by CM Dahl. All in favor.
