COUNCIL WORKSHOP
April 20, 2009
5:30 p.m.
Roll Call: Otsego City Council: Mayor Jessica
Stockamp, Councilmember Vern Heidner and
Councilmember Dan Scharber.
Absent: Councilmember Tom Darkenwald and
Councilmember Mark Thorsted.
Otsego Staff: City Administrator Michael Robertson,
Finance Director Gary Groen, Public Works Supervisor
Brad Belair, and Finance Assistant Kathy Grover.
Personnel Consultant Sherrie Le was present.
The workshop was called to order at 5:30 p.m.
Authorize Hiring of Season Worker: Brad Belair
requested authority to start seasonal worker Rene
Metcalf as soon as possible due the number of
projects that are going on. Rene has worked for the
City for the last two summers and it was originally
planned to start him in mid to late May. Expected
start date after the background check is May 1. The
Council approved the request.
Review of Revised Personnel Policy:
Gary, Mike and Kathy reviewed the other existing
policies such as vehicle use, data practices,
travel, cell phone use, etc. that have been
incorporated into this policy.
Personnel Consultant Sherrie Le reviewed the
proposed changes, many of which involved bringing
the policy in line with Federal and State laws. The
Council had the following direction.
Make certain that the "regular" class of employee is
defined similarly throughout the document.
Strike all references to collective bargaining
agreements because none exist.
Provide more definition of how layoffs versus a
demotion to a lower grade position would work.
Check the requirements on background checks.
Let the Council know when winter hours change to
summer hours and vice versa.
Staff was directed that when all revisions have been
made the policy should be placed on the next
available Council meeting Consent Agenda for
approval. with no further business the meeting was
adjourned at 7:37 p.m.
