City staff recommends the City Council adopt a resolution establishing municipal state aid streets.

BACKGROUND/JUSTIFICATION:
Each year the City has the ability to designate state aid streets within the City. City staff reviews the streets
and determines which streets will generate the City the most in needs, therefore the most state aid funding
annually. As the City grows and adds new streets, it generates the ability to designate 20% of the new street
length as municipal state aid streets. Over the last few years, the City developed enough new streets to
designate an additional 0.79 of municipal state aid miles.
Attached is a resolution and a municipal state aid map showing the proposed location of the newly
designated MSA streets. The City Council resolution must be sent to MnDOT State Aid by May 1, 2022 so
that the route revisions can receive needs and to be used in the calculation of the MSA funding.

STATE OF MINNESOTA
RESOLUTION NO: 2022-35
ESTABLISHING MUNICIPAL STATE AID STREETS
WHEREAS, it appears to the City Council of the City of Otsego that the streets hereinafter described should
be designated or extended Municipal State Aid Streets under the provisions of Minnesota law.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. That the roads described as follows, to-wit:
▪ Parkview Avenue NE from 85th Street NE to 88th Street NE; and
▪ 87th Street NE from Parkview Avenue NE Parrish Avenue NE (CSAH 42); and
▪ 88th Street NE from Parkview Avenue NE to Parrish Avenue NE (CSAH 42);
be, and hereby established, located, and designated a Municipal State Aid Streets of said City subject
to the approval of the Commissioner of Transportation of the State of Minnesota.
2. That the City Clerk is hereby authorized and directed to forward two certified copies of this resolution
to the Commissioner of Transportation for his consideration, and that upon the approval of the
designation of said roads or portions thereof, that same be constructed, improved and maintained
as a Municipal State Aid Street of the City of Otsego
ADOPTED by the Otsego City Council this 11th day of April, 2022.
