City staff recommends the City Council adopt a resolution ordering preparation of plans and specifications
for Well #10.

BACKGROUND/JUSTIFICATION:
The City’s Master Water Plan calls for a new well (Well #10) at Pump House #4 (Riverwood National) to be
in production in 2023. City staff has initiated the process by determining that the property immediately
adjacent to the north of the pump house would work as a location and the City has acquired that property.
City staff has completed analysis of nearby wells and determined there is no need for a test well based on
the information available regarding the targeted aquifer. City staff is requesting Council authorize staff to
complete plans and specifications for a municipal sized well and nearby observation well. Drilling these
wells will give staff the information needed for completing plans and specifications for connection of the
well to the water system in 2023.
The CIP scheduled $130,000 for a test well in 2022 and $1,300,000 in 2023 for the actual well and
connection to the system. The revised order of items would cost slightly more in 2022, estimated at
$270,000, but reduce 2023 estimated spending to $1,150,000. Initiating the project provides assurances
drilling occurs this year with tight schedules and material availability. It also establishes the design basis for
the 2023 wellhouse improvements that could parallel the East West Interconnect.

RESOLUTION NO: 2022-36
ORDERING PREPARATION OF PLANS AND SPECIFICATIONS FOR WELL #10
WHEREAS, the City of Otsego, as part of the City’s Water Master Plan, has identified the need for a new
municipal well; and
WHEREAS, the 2022 and 2023 Utility Capital Improvement Plan includes funding for land acquisition,
engineering, project design, and construction of Well #10; and
WHEREAS, the City Council has determined the project to be necessary.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. The Well #10 Improvement Project is hereby ordered.
2. Hakanson Anderson is hereby designated as the engineer for this improvement and are hereby
directed and authorized to prepare plans and specifications for the making of such improvements.
ADOPTED by the Otsego City Council this 11th day of April, 2022.
