03-28-22 Speical City Council MinutesSPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, MARCH 28, 2022 6:00 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Jessica Stockamp called the meeting to order at 6:08 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Brittany Moores, Jeff Dahl, Tom Darkenwald, and Tina Goede (arrived at 6:22 PM). Present City Staff: City Administrator/Finance Director Adam Flaherty, Human Resources/Assistant City Administrator Sabrina Hille; Parks and Recreation Director Ross Demant; City Attorney Dave Kendall; City Engineer Ron Wagner; City Planner Daniel Licht; and City Clerk Audra Etzel. 1. Closed Session — Consider Offer for the Purchase of Real Property (MN Statute 13D.05, Subd. 3, (C-3). Mayor Stockamp stated this meeting will be closed in accordance with Minnesota Statute 13D.05, Subd. 3, (C-3) to consider an offer for the purchase of property at PID #118-500- 203201. CM Darkenwald motioned to close the meeting at 6:09 PM to enter a closed session to discuss PID #118-500-203201 in accordance to Minnesota Statue 13D.05, Subd. 3, C-3 to consider an offer for purchase of property, seconded by CM Dahl. All in favor. Motion carried 4-0. CM Goede arrived at 6:22 PM. CM Darkenwald motioned to close the closed session at 6:25 PM, seconded by CM Goede. All in favor. Motion carried 5-0. CM Darkenwald motioned to reopen the special meeting at 6:25 PM, seconded by Goede. All in favor. Motion carried 5-0. Mayor Stockamp motioned to direct City Attorney Kendall to reach out to Nagel Appraisal for an appraisal for PID #118-500-203201, CM Dahl seconded. All in favor. Motion carried 5-0. 2. Speed Limit Analysis. City Administrator/Finance Director Flaherty said the Speed Limit Analysis has been reviewed by Public Works Subcommittee and Administrative Subcommittee. Staff has prepared a policy, matrix, street map and ordinance for consideration. City Engineer Wagner said they have talked to neighboring cities to give them an update on the status of the proposed changes. The cities did not have any feedback or concerns with the proposed speeds. City Engineer Wagner said the policy and matrix would assist staff in providing support when asked why certain roads are a designated speed. City Administrator/Finance Director Flaherty said the primary change is the residential streets going from 30 MPH to 25 MPH. CM Darkenwald asked when the State of MN approved cities to designate their own speeds. City Engineer Wagner said the statue changed in 2019. City Attorney Kendall said he is unaware of cities having issues enforcing the new speed limits, as long as the City followed the procedure to change the speed limits. City Engineer Wagner said staff prepared the matrix to back-up the policy. Mayor Stockamp asked what are the requirements to move forward? City Planner Licht said staff has posted the ordinance amendment on the City Website as required. City Administrator/Finance Director Flaherty said once adopted staff will order the signs for installation and staff would communicate to the residents. CM Darkenwald asked if any flagging is required? City Engineer Wagner said if the speed changes more than 15 MPH there would be consideration of flagging the signs. The City Council concurred with the recommendations and requested staff to add to the next meeting for approval. 3. Adjourn. CM Darkenwald motioned to adjourn at 6:41 PM, seconded by CM Goede.
