City staff is recommending that the City Council accept quotes and authorize a building improvement.

BACKGROUND/JUSTIFICATION:
The 2022 Capital Improvement Plan (CIP) includes funding for an application of a tinted film to the
windows at the City Hall/Public Works Building. The southern and eastern facing workspaces are
consistently difficult to moderate the temperatures. Staff have been informed by a variety of HVAC
contractors that application of a tinted window film could drastically improve the ability to control the
temperatures and achieve energy savings. Staff is proposing to apply to all the southern and eastern
windows at the City Hall/Public Works Building with an exterior tinted window film application.
Staff has requested quotes from Star Quality Glass and Columbia Window Film & Graphics, LLC and
received quotes of $28,750 and $46,335 respectively. Both quotes are exterior applications of like
products while also providing sealed edges to improve the longevity and performance of the film. Staff is
making the recommendation to have Star Quality Glass perform the tinted window film project for
$28,750. This amount is over the 2022 budgeted amount of $16,538; however, there are also funds
allocated in the CIP for carpet replacement and painting (budgeted amounts total $58,363) that staff is
recommending be deferred until there is further direction of the City Hall project.
The Administrative Subcommittee was presented with this information at the April 13, 2022 meeting and
recommended that it be placed on consent agenda for City Council approval.
