AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends adoption of a resolution establishing no parking zones on Queens Avenue between 53rd Street (CSAH 36) and 70th Street (CSAH 38). ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: There has been parking by Ruan employees on the west shoulder of Queens Avenue south of 70th Street (CSAH 38). The vehicle parking obstructs the shoulder potentially obstructing traffic and causing congestion. The reduced width of the street and resulting congestion also has the potential to interfere with emergency vehicle access to the area. Ruan semi-tractor/trailers will also stage on Queens Avenue waiting to enter the loading yard both on the shoulders and the center turn lanes creating additional congestion. To prevent congestion in the public street and protect public safety, the City Code establishes that the City Council may designate parking zones upon City streets. City staff recommends that the segment of Queens Avenue between CSAH 36 and CSAH 38 be designated as a no parking zone. Enforcement of the parking zone would be the responsibility of the Wright County Sheriff as part of their contracted services. City staff will notify Duke Realty, LLP and Ruan by letter upon approval of the no parking zone by the City Council. The Public Works Subcommittee was presented this information at their April 20, 2022 meeting with recommendation to proceed to the consent agenda for City Council approval. BUDGET INFORMATION FUNDING: BUDGETED: N/A N/A CITY OF OTSEGO COUNTY OF WRIGHT STATE OF MINNESOTA RESOLUTION NO: 2022-41 ESTABLISHING A NO PARKING ZONE ON QUEENS AVENUE BETWEEN 53RD STREET (CSAH 36) AND 70TH STREET (CSAH 38) WHEREAS, the 2012 Comprehensive Plan designates Queens Avenue as an Industrial/Commercial Major Collector Street; and WHEREAS, on-street parking of vehicles on this street may cause congestion and reduce access by emergency vehicles and other vehicles, which is a risk to public health safety and welfare; and, WHEREAS, Section 7-2-2.A.1 of the City Code authorizes the City Council to designate no parking zones by resolution. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA: 1. That both sides of Queens Avenue between 53rd Street (CSAH 36) and 70th Street (CSAH 38) shall be designated and posted as a no parking zone.
