SPACE NEEDS STUDY
1. Create phased solutions that anticipate the needs for the next
twenty years, but are adaptable and allow flexibility in future
programming. Solutions should also embody the overall vision for the
City Campus.
2. Provide safe and effective spaces that protect both city staff and
property but still creates an open and engaging climate to serve the
public.
3. Organize departments and workspaces in a logical manner to
encourage flexibility, efficiency, and collaboration.
4. Integrate technology and sustainability practices that enhance
workflows and building functionality.
5. Develop solutions that foster Otsego’s identity and promote
professionalism and continual development.

Notes / Criteria:
Land Purchases: Sites 2 assumes $40,000 per acre value. Site 3 assumes $51,000 per acre value. Accounts for land purchased for City Hall use.
For Site 1, 6.42 acres of parks land would be displaced for use of the site by City Hall. It was determined additional land would not need to be purchased to accommodate displacement.
Water: $250,000 includes well drilling/development and installation of water holding tanks. City water assumed to be available direct to site for Site 3. Extend to building ~800'-0" at $60/lf.
Assumes one 8" line will be used to servce both domestic water and fire protection needs.
Sewage/Septic: City sewer assumed to be available direct to site for Site 3. Extend to building ~800'-0" at $40/lf.
Stormwater Management: Presence of city stormwater connection does not significantly impact scope of s tormwater management on site.
Utility Maintenance: Utility availability charge = $17,147/acre. Utility connection charge of $10,669/REU. Assumes approximately 20 REUs.
Street development includes additional roadway cons truction or improvement likely needed beyond internal site circulation. Assumes $1 million/mile.
