Call to Order.
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp; Councilmembers: Tina Goede, Brittany Moores, Jeff Dahl, and Tom
Darkenwald. City Staff: City Administrator/Finance Director Adam Flaherty; Human Resources/Assistant
City Administrator Sabrina Hille; City Attorney Dave Kendall; City Engineer Ron Wagner; City Planner
Daniel Licht; and City Clerk Audra Etzel.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Mayor Stockamp opened the Open Forum at 7:01 PM. No one from the public spoke.
Mayor Stockamp closed the Open Forum at 7:01 PM.
2. Consider Agenda Approval.
City Administrator/Finance Director Flaherty asked to add agenda item 6.1 to Accept a Resignation.
CM Moores motioned to approve the agenda as amended, seconded by CM Dahl. All in
favor. Motion carried 5-0
3. Consent Agenda.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. March 28, 2022 Meeting.
B. March 28, 2022 Special Meeting.
3.3 Approve City Council Special Compensation for March 2022.
3.4 Adopt Resolution 2022-35 Establishing Municipal State Air Streets.
3.5 Adopt Resolution 2022-36 Ordering Preparation of Plans and Specifications — Well #10.
3.6 Adopt Resolution 2022-37 Ordering Preparation of Plans and Specifications — Water Connection.
3.7 Approve Pay Application #4 (Final) for the 2021 Trail Improvement Project.
CM Dahl motioned to approve the consent agenda as written, seconded by CM Goede. All in
favor. Motion carried 5-0.
4. En_ inq_eering;
4.1 Walesch Estates & O'Day Acres Street Renewal Project:
A. Presentation by City Engineer Wagner.
B. Consider Resolution 2022-38 Approving Plans and Specifications and Ordering Bids.
City Engineer Wagner presented the staff report.
Mayor Stockamp asked if residents will have access to their driveways and mailboxes during the project?
City Engineer Wagner said residents will have access during the project, the specifications states if
driveway culverts

will need to be repaired or replaced the contractor will need adjust to make sure the residents will
continue to have access.
CM Darkenwald asked about the locations of the standing water. City Engineer Wagner showed the
aerial photo highlighting the areas where there are issues with standing water. The pink lines indicate
where ditches need to be cleaned and culverts need to be reset to allow for correct water flow.
CM Darkenwald asked about the bidding process and separating out the alternate bids. City Engineer
Wagner said the bid specifications separate out the alternate bids from the base bid; and once bids are
received the City Council can decide based on the pricing to include the alternate bids.
CM Darkenwald asked about the projected cost overage on the project. City Administrator/Finance
Director Flaherty said he would recommend continuing with the project at the current overage and the
additional funding needed would come out of the same account.
CM Goede motioned to adopt Resolution 2022-38 approving the plans and specifications
and ordering advertisement for the 2022 Street Renewal Project — Walesch Estates & O'Day
Acres, City Project No. 22-03, seconded by CM Dahl. All in favor. Motion carried 5-0
4.2 Speed Limits:
A Presentation by City Engineer Wagner.
B Consider Resolution 2022-39 Adopting a City Street Speed Limits Policy.
C Consider Ordinance 2022-04 Amending the City Code Establishing Speed Limits on City
Streets.
City Engineer Wagner presented the staff report.
Mayor Stockamp understands the information will be on the website, newsletter and social media, has
this been shared with the Wright County Sheriffs Office? City Engineer Wagner said not shared further
than Sergeant Oltmanns at this time. Staff will provide a copy to Sergeant Oltmanns.
CM Goede asked about CSAH speed limits. City Engineer Wagner said the City has no authority over the
trunk highways or the CSAH's. City Administrator/Finance Director Flaherty said there have been recent
speed studies after the County reconstruction projects.
CM Dahl asked what Sergeant Oltmanns thoughts on the change in speed limits? Sergeant Oltmanns
said he has shared the proposed changes with his department and their department is big on educating
drivers and spreading the word. The lowered speeds will help with residential neighborhoods. CM
Darkenwald asked if Sergeant Oltmanns has seen the proposed speeds? Sergeant Oltmanns said he has
seen the proposed policy and ordinance and agrees this is a good tool.
CM Darkenwald asked about updating GPS systems in vehicles and wants to make sure City staff is
passing along to those sources. Human Resources/Assistant City Administrator Hille said it depends on a
vehicle or phone on how the speeds will be updated; staff will send out notice.
CM Goede asked how long the signs will take to order? City Administrator/Finance Director Flaherty said
the signs have been ordered based on the feedback from the last special meeting, there is a couple
weeks lead time. More importantly getting the word out to the public via the website, newsletter and
social media; most likely late May. Staff will keep City Council in the loop as staff starts to change out
the signs.

CM Dahl motioned to adopt Resolution 2022-39 establishing a policy for speed limits upon
City streets; adopt Ordinance 2022-04 to regulate speed limit on City streets; and approve
publication in summary form, seconded by CM Goede.
CM Darkenwald asked if the speeds will be updated in the City's GIS system? City Engineer Wagner said
there is a GIS for the Streets Department which will updated as the street signs are replaced to track
when installed to maintain on the replacement schedule.
All in favor. Motion carried 5-0
5. City Council Reports and Updates:
Mayor Stockamp said the Egg Hunt was well attended and over 700 children had registered. She
thanked the Park and Recreation staff along with the other volunteers.
6. Staff Reports and Updates.
6.1 Accept Resignation
City Administrator/Finance Director Flaherty said Parks and Recreation Director Ross Demant submitted
his resignation on Monday, April 11, 2022; his last day will be Friday, April 29, 2022.
CM Darkenwald motioned to accept the resignation after much consideration of Ross
Demant from the position of Parks and Recreation Director, effective April 29, 2022,
seconded by CM Goede. All in favor. Motion carried 5-0
City Administrator/Finance Director Flaherty said the financial statement audit is next week, Tammi Vaith
will be staring next Monday in the Utility Billing position, and a reminder of the Local Board of Appeal on
April 25th at 5:30 (Wright County has already received about 60 calls).
City Engineer Wagner said the retirement party for Charlie will be held on April 28th at Greenhaven from
6-9 PM.
Sergeant Jason Oltmanns with the Wright County Sheriff's Department said last night there were power
outages causing alarms to go off. During power outages, they run across stop lights that go out; having
roundabouts is nice because there is no light. There have been ATVs on the City trails and their staff is
trying to educate residents. Their staff is busy preparing for road construction season. Mayor Stockamp
asked about the Hwy 101 bridge closing detour. Sergeant Oltmanns has yet to see the detour route.
