03-21-22 Planning Commission MinutesOTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER March 21, 2022 7:00 PM Call to Order. Chair Offerman called the meeting to order at 7:00 PM. Roll Call: Chair Alan Offerman; Commissioners: Charles Foster, Laurie Jones, Vern Heidner, Jim Kolles, Aaron Stritesky, Richard Nichols* and Pam Black; Absent: None; Present: City Council: CM Tom Darkenwald*; City Staff: City Planner Daniel Licht and Deputy Clerk Bethany Benting. Those indicated with a (*) attended via video conference. 1. Announcements: City Planner Licht noted those members of the City Council and Planning Commission who were online. 2. Consider the following minutes: 2.1 Planning Commission March 7, 2022. Commissioner Heidner motioned to approve the minutes as written. Seconded by Commissioner Jones. All in favor. Motion carried. 7-0. 3. Public Hearing Items: 3.1 Hunter Hills 5th Add. A. Zonina Maa amendment rezonina from Al District to R5 District. B. PUD -CUP and preliminary_ plat of 74 single family lots. C. Vacation of existing drainage and utility easements. City Planner Licht presented the Planning Report. Applicant, Dan Willenbring, Tamarack Land developer, was present and agreed to the staff report. Chair Offerman opened the Public Hearing at 7:08 PM. Judy Vetch, 8490 Labeaux Ave, asked about final plat and if that meant just 74 houses proposed or if 85th street would be finished. Her biggest concern is where will 85th street run. City Planner Licht explained the solution would either have to be 85th to CASAH 19 or to McIver. She also asked about eminent domain and if the City ever could do that. City Planner Licht explained the City could use eminent domain but would like to avoid if all possible. He also said they would not like to do condemnation Minutes of the Otsego Planning Commission March 21, 2022 Page 2 due to unhappy residents and the cost. This would be the last resort. She also asked about the sewer capacity. City Planner Licht explained the bids and knowing that information would not be out until 2024. Tom Berning, 11848 80th Street NE, asked about the original preliminary plat. City Planner Licht explained the City would be interested in working with the land owner if the City would need to complete at least three -fourth of the road. Chair Offerman asked if there was anyone online. City Planner Licht asked if anyone online would like to make a comment. He could not see anyone online nor did anyone respond. Chair Offerman closed the Public Hearing at 7:14 PM. Commissioner Heidner asked how many houses were completed in the previous additions. Mr. Willenbring explained the amount. Mr. Willenbring explained they would like to be done with the last 74 lots by late fall of 2022. Commissioner Black motioned to recommend approval of a PUD -CUP and Preliminary Plat for Hunter Hills St" Addition and vacation of existing drainage and utility easements, subject to the following conditions as stated in the staff report. Seconded by Commissioner Stritesky. All in favor. Motion carried. 7-0. This will go to the City Council meeting next Monday March 28, 2022 at 7 PM. 4. Updates: 4.1 Updates on City Council actions. CM Darkenwald* updated the Planning Commission on recent City Council actions. 4.2 Updates on future Planning Commission items. City Planner Licht updated the commissioners on possible future agenda items. 5. Adjourn. Commissioner Heidner motioned to adjourn. Seconded by Commissioner Stritesky. All in favor.
