RESOLUTION NO 94418
RESOLUTION REGARDING ESTABLISHMENT OF INTERIM ASSESSMENT
POLICY FOR STREET CONSTRUCTION IN COMMERCIAL -INDUSTRIAL
AREAS AND COMMERCIAL -INDUSTRIAL PROPERTIES ABUTTING ON
MSA STREETS; PENDING APPROVAL OF A CITY ASSESSMENT
ORDINANCE AND POLICY MANUAL.
WHEREAS, the City is presently in the process of establishing an ordinance and
policy manual setting forth overall assessment policy for various improvements
throughout the City; and
WHEREAS, there is a pending MSA road project abutting commercial property in a
recently app4roved plat, and
WHEREAS, it is contemplated that assessment of the amount for such a road will
occur prior to adoption of the City assessment ordinance, and
WHEREAS, it is necessary that the City promulgate a temporary statement of
policy regarding particular commercial -industrial properties pending approval of
the above mentioned ordinance.
THEREFORE, BE IT RESOLVED that the temporary policy for assessment of
commercial -industrial property within the City of Otsego is as follows:
"The Developer shall be responsible for the full cost of all
streets constructed in a commercial -industrial development,
and said streets shall fully conform to all applicable City
street standards. Where any such road is designated as
a MSA street, the City will assume the costs for additional
facilities over and above a typical street built to City street
standards.
Motion for approval by Councilperson Larry Fournier and seconded by
Councilperson Doug Lindenfelser this 11th day of July, 1994.
