05-27-08 CCITEM 3_7 OTSEGO CITY COUNCIL MEETING OTSEGO CITY HALL MAY 27, 2008 6:30 PM 1. Mayor Larry Fournier will call the meeting to order. Mayor Fournier called the meeting to order at 6:32 PM. Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Jessica Stockamp, Mark Thorsted and Tom Darkenwald. Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator; Andrew MacArthur, City Attorney; Ron Wagner, City Engineer; Gary Groen, Rnance Director and Brad Belair, Public Works Supervisor. Pledge of Allegiance: Mayor Fournier led in the Pledge of Allegiance. 2. Consider agenda approval. Mayor Fournier requested to add 9.2. Quantrelle Avenue Update, 11.2. Liquor License renewals, 11.3. Appointment to Park Commission. And 12.1 Mowing Costs. CM Heidner motioned adoption of agenda as amended. Seconded bV CM Stockamp. All in favor. Motion carried. 3. Consider the following minutes. 3.1. May 12, 2008 City Council Minutes. CM Stockamp motioned adoption. Seconded by CM Heidner. All in favor. Motion carried. 4. Open Forum: (5 minute limit) Earl Boller, 7686 Palisades Ave, commended the City Council for the good job they have done and he feels that Mayor Fournier has done a great job. He said the Contractor (McCrossan) is doing a great job on 101. He said it is a pleasure to attend a meeting that is run in a professional manner. 5. Consent Agenda (Non -controversial items. 5.1. Approve Claims List. 5.2. Approve Resolution No. 08-32 Approving Bid and Awarding Contract to Hardrives, Inc for 75th St (COP 08-01) in the amount of $459,916.85. 5.3. Received April 9, 2008 Park and Rec Commission Minutes. 5.4. Received April 8, 2008 Police Commission Minutes. 5.5. Received May 20, 2008 Safety Meeting Minutes. CM Heidner motioned adoption of Consent Agenda. Seconded by CM Stockamp. All in favor. Motion carried. 6. Old Business. 6.1. Lily Pond Park -Irrigation & Lighting Improvements. City Council Meeting May 27, 2008. Page 2. Mike Robertson said the Parks Commission recommended approval. Brad Belair also supports the improvements. CM Stockamp motioned to approve Lily Pond Park irrigation and lighting improvements for a total cost of $50,462. Seconded by C14 Thorsted. All in favor. Motion carried. 6.2. School Knoll Park-Whting Improvements. CM Stockamp motioned to approve the School Knoll Park lighting improvements at a cost not to exceed $18,105 and to be raftw ed by the Parks Commission. Seconded by CIM Thorsted. All in favor. Motion carried. 6.3. PaUmb 16udget Cuts. Mike Robertson listed some potential budget cuts. Council would like to review when all departments give their input. 6.4- AD dl Financia Rept Gary Groen presented the April Financial Repot 7. Public Works. 7.1. Dust coating. Brad Belair said that on 83rd Street there are about 120 to 140 cars per day. Ron Wagner suggested that anything over 100 cars should be dust coated. On MacAllister Avenue and 83nd Street Brad feeds the costs of maintenance would be about the same with either dust coating or just grading. It was noted that dust coating of 6CP Street was already approved. City Council direction was for staff to conduct traffic counts on all the gravel mads, and have the City dust coat the high traffic through streets. Maya' Fournier motioned to dust coat 63"`1 Striesk MacAlUster Ave, Nashua Ave and 77th Street. Seconded by CM DarkenwakL Voting For the Motion: Mayor Fournier; CM -11, -1- CIM Thorsted and CM Darkenwald. Voting Against the Motion: CM Heidner voted against only because Or Street was inducted and he deeds the would set a precedent for othw gravel roads to be dust coated. Motion carried. 7.2. ApREM Seasonal SLimmer Maintenance. Brad went over the Interviewing process. CM Thorsted motioned to approve hiring of Dirk t)dee & Mark Crespeau as recomnnernded in Brad BOIDWO May 22, 2006 Menu. CM Heidner motioned to approve Resolution No. 2008-34 awarding the bid to R. L. Larson Excavating, Inc. for $208,750 for Project No. 06-06. Seconded by CM Thorsted. All in favor. Nation carried. 9.2. Quantrelle Avenue Ute. Ron Wagner recommenced moving the Public Hearing back to June 23, 2008, 5:30 PM. CM Heidner motioned adoption of Resolution 2008_30. Seconded by CM Stodcamp. All in favor. Motion carried. 9.3. Curb & GWer on CSAH 42 & CSAH 39. CM Heidner motioned for approving Hardrives up to $40,000 for curb and gutter on 39 & 42 and to get a letter promising reimbursement of $36,000 from the State. Seconded by CM Heidner. AN in favor. Motion carried. Andy MacArthur went over the agreement. City Courml wants Gary Groen to review the financial plan. Mayor Fournier motioned to table until and meeting. Seconded by CM Thorsted. AN in favor. Motion carried. 11. Council Items. 11.1 HgdWo Pnmervaiim Commtssion-ClavtVuoh SWdv Ron Black, attending on behalf of the Heritage Preservation Ciommission. Looking for $8,600 for services of the Claybaugh Preservation Architecture to develop a plan to help preserve the John McDonald/Peavey House. The Commission would like to see this house moved to the old Towne Hail Site. CM Heidner supports this request and also to move this house and the City would be able to sell the property and money could go to support the renovation of the John McDonald/Peavey House and reimburse this expense. CM Heidner motioned to autlwrize the expenditure of $8,620 out of the City Council Contingency Fund. Seconded by CH Skdcamp. AN in favor. Motion carried. 11.2. LigWE License renewals. Judy Hudson said Sandy has received all the applications and information and she recommends approval. Mike Robertson, City Administrator. 12.1 Mowing Costs. City Council concerned with the $30 garbage pickup charge and wants documentation given to Mike Robertson. CM Heidner motioned to accept the a0mates for 2008 as outlined in Superior Lawn May 15, 2008 Memo and to get a price on bts over 1 acre. Seconded by CM Sb xkamp. AJI in favor. Motion carried. 13. Judy Hudson, QW Clerk. Judy said she received a phone call from a resident on Parrish Avenue who is requesting permission for cars to be parked on Parrish Avenue for a graduation party. She has received permission from the County and the Sheriffs Deparbnent. Council noted it was a County Road and so it was up to Wright County. 14. Adioum by 10 PM.
