05-09-22 Special City Council MinutesOTSEGO CITY COUNCIL SPECIAL MEETING MONDAY, MAY 9, 2022 5:30 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Stockamp called the meeting to order at 5:31 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tina Goede, Brittany Moores, Jeff Dahl, and Tom Darkenwald. City Staff: City Administrator/Finance Director Adam Flaherty; City Planner Daniel Licht; and City Clerk Audra Etzel. 1. Local Board of Appeal and Equalization (Reconvened from April 25, 20221. Comments by the Wright County Assessor. Tony Rasmuson, County Assessor; Jaimee Jensen, Appraiser; Tammy Anderson Appraiser; Mike Vanderlinden Appraiser; Lori Thingvold Senior Commercial Appraiser. Review Valuations of Property Owners LeRoy Lindenfelser at 118-800-221401, 9896 85th Street NE Mr. Vanderlinden was able view Mr. Lindenfelser's property. Mr. Lindenfelser has agreed to a reduced value of $359,500. CM Darkenwald motioned to adjust the value of 118-800-221401 from $375,500 to $359,500, seconded by CM Goede. Roll Call: those for; Stockamp, Dahl, Darkenwald, Goede, and Moores. Those opposed: None. Motion carried 5-0. Katherine (Mathison) Coles, 118-500-221202, 15613 90th Street NE Ms. Coles noted her report from Wright County has the wrong address on the cover page. Mr. Vanderlinden confirmed the house was inspected. Ms. Coles said she has looked at the market and is asking not to exceed the 20% average. Mr. Vanderlinden said this is why they go through the appraisal process; past years were adjusted to the value given by the City Council. CM Darkenwald asked about the increase from the previous year $277,500 to $336,100 is the correct amount and comps. He also asked Wright County Appraiser about detailing the quality/scale given (fair, good, average, etc.). Mr. Vanderlinden said if there were significant differences a number would have been assigned. Mr. Vanderlinden said the number is subjective and the County works hard to make all assessments fair. CM Dahl motioned to adjust the value of 118-500-221202 from $336,100 to $333,000, seconded by CM Darkenwald. Roll Call: those for; Stockamp, Dahl, Darkenwald, Goede, and Moores. CM Darkenwald thanked Ms. Coles for recognizing the market value has increased. Those opposed: None. Motion carried 5-0. Vernon Heidner, 118-015-001140, 13922 91St Street NE Mr. Vanderlinden said the property was reviewed and does not recommend any changes. Mr. Heidner does not understand why his value is going up 24% when his house has siding issues, a dog house listed as patio, fire place and a kitchen from the 1980's. He said it would cost him $50,000 to get the value listed, would like to see this reduction. Mr. Heidner asked about the grade and percentage differences. Mr. Vanderlinden said they use 5% for half grade and 10% for full grade. CM Darkenwald looking at the comps and adjusted sale prices with the time adjustment. Mr. Vanderlinden said they only count full months for their formula. CM Darkenwald asked about the time adjustment and Mr. Vanderlinden said this is not a practice they use. CM Darkenwald asked about the adjusting the square foot values and Mr. Vanderlinden said they don't typically adjust on square foot values for comps, just the sale price; property is based on market not replacement value and the best value is based on sales. CM Darkenwald motioned to adjust the value of 118-015-001140 from $388,800 to $340,170, seconded by CM Moores. Roll Call: those for; Stockamp, Dahl, Darkenwald, Goede, and Moores. Those opposed: None. Motion carried 5-0. Mr. Heidner asked about the formula adding quality, age and condition. Mr. Vanderlinden said the value per square foot is calculated on the raw sale value and total square foot, there are not other adjustments that they have found useful. CM Darkenwald asked about the conditions and adjustments; the formula can be subjective. Paul Moriarty, 118-800-141101(10830 95th Street NE) 118-800-141406 (access to 10940 and 10830 95th Street NE) 118-800-141100 (10940 95th Street NE) 28335 124th Street Zimmerman 55398 (10940 95th Street NE). Mr. Vanderlinden said they were able to find some comps and see no evidence that the use impacts the value; recommend no change. CM Darkenwald motioned no change to the values of 118-800-141101, 118-800-141406, and 118-800-141100, seconded by CM Goede. Roll Call: those for; Stockamp, Dahl, Darkenwald, Goede, and Moores. Those opposed: None. Motion carried 5-0. Robert Albold 118-500-221207, 15565 90th Street NW. Mr. Vanderlinden said they did do an inspection of the property and the building; pole shed and feel no change in value should be proposed. Mr. Albold said it is hard to find comps and #3 is the closest comp at $310,000. Mr. Albold would look to have the average of 20%, not 31.5%. The 2022 value is $308,500 and the 2023 value is $405,800. Mr. Vanderlinden noted the classification is back to 100% residential value. Mr. Albold said the tool shed with a service door is attached to the existing garage. Ms. Jensen said the tool shed has the same value as a garage $35,900; and this is included in the value of $405,800. Mr. Vanderlinden noted a property in Parrish Meadows to the south sold last year for $55,000 per raw land. CM Dahl said this property is located by Coborn's are recalls the value being adjusted last year. CM Darkenwald asked about comps #2 to E3 and the grades of a 6.5 to 6 used for comparison. Mr. Vanderlinden said a grade 6 is usually used for modular buildings. CM Darkenwald suggested adjusting the quality to a 6 and bringing the value to $401,200. CM Darkenwald motioned to adjust the value of 118-500-221207 from $405,800 to $401,200, seconded by CM Goede. Roll Call: those for; Stockamp, Dahl, Darkenwald, Goede, and Moores. Those opposed: None. Motion carried 5-0. Scott Reimer, 118-500-331101, 6841 Packard Avenue NE Mr. Vanderlinden spoke with Mr. Reimer and sent him information; and has received no further contact. Mayor Stockamp asked that prior year values and comparisons to current year values are included in packet materials next year. CM Darkenwald said several parcels have been in front of the City Council in the past and wondered if there will be any large increases. Mr. Vanderlinden said the properties would have the same market improvement values as everyone else and if there were any improvements. 2. Adjournment.
