FREE SUMMER EVENTS page 15 CONNECTING COMMUNITIES WITH TWO PADDLES The City of Otsego is excited to be a part of a new event, the Mississippi River 140 (MR 140), happening in June. Presented by Two Paddles Canoe and Kayak Races, the MR 140 is a 140-mile endurance paddling race that begins in the northwoods of Brainerd and ends at the Coon Rapids Dam Regional Park. Racers can choose to compete in the MR 140, which begins at 5 p.m. on Friday, June 10, or participate in shorter races, including a 25-mile race that begins in Otsego at 10 a.m. on Sunday, June 12. Paddlers may race solo, in tandem, or in teams, using canoes, kayaks, stand-up paddleboards, or another kind of self-powered boat. Those competing in the MR 140 have a 48-hour window to complete the race and arrive at the Coon Rapids Dam Regional Park, navigating to six checkpoints by the designated cut-off time. Along the way, paddlers will enjoy gorgeous scenery, including mostly undeveloped, forested riverbanks, and may spot otters, beavers, deer, eagles, and other wildlife. The race route is part of the Minnesota Department of Natural Resources Mississippi Water Trail. Visit the DNR’s website for river maps that show ramps, campsites, bridges, and other waypoints. I hope this summer edition of the Otsego View finds all of you well! As the warm weather is finally showing up here in Minnesota after such a long and cold spring, we hope to see you out enjoying our parks and trails. Be sure to check out the Summer Parks and Recreation guide for all the scheduled activities that will be happening in our parks. The Otsego Farmers Market will again be returning to the Otsego Coborn’s parking lot on Tuesdays from 3:00-6:30 p.m. between June 14 and September 27. We hope this location provides a great spot for both residents and visitors to find easily while patronizing the local vendors that are participating as the event continues to grow. New this year, the City has partnered with the Otsego Lions Club to offer the Power of Produce Program (POP) to children in the community to get a weekly token to buy produce from the local farmers at the Otsego Farmers Market. Another event we hope you can make is the Otsego Prairie Festival & Car Show on Saturday, September 17. The Otsego Festival & Car Show is an all-day community event with activities, games, vendors, food, music, and entertainment that ends with fireworks at dusk. It has always been a great time for the community to come together for a day of fun and to showcase the organizations and businesses within Otsego. Updates will be posted as the event gets closer at OtsegoFestival.com and be sure to like the event on Facebook. Finally, I want to acknowledge that Parks and Recreation Director Ross Demant has left the City to become the Parks Director for Wright County. Ross was hired by the City Council in 2012 to lead the Parks and Recreation Department as it was being formed. Under Ross’s leadership, the Department continued expansion of Prairie Park, including the Dale Lehrke Soccer Fields, updating the splash pad, and building pickle ball courts, continued development of neighborhood parks, adding more miles of trails, improved outreach to athletic programs, and created the City’s own recreation programing. Ross will be greatly missed by residents, City Council, the Parks and Recreation Commission, and City staff in Otsego. We thank Ross for his service to Otsego and look forward to continuing to work with him in his new position with Wright County. Here is a summary of items collected: • 52 appliances • 51 electronics • 53 televisions • 126 light bulbs • 206 tires • 24 pieces of furniture • 13 car/truck loads of household garbage • 44 mattresses/ couches • 7,800 pounds of scrap steel OTSEGO HERITAGE PRESERVATION COMMISSION By Joan Vasseur Joseph Levasseur emigrated from northern Maine to Dayton, Minnesota in late 1875 with his wife and two children. He anglicized his surname to Vassar. In 1881 he formed Vassar & Company and became a brick maker in Otsego Township, Wright County. His brickyard was a mile west of Dayton, and by the early 1880’s records show that 300,000 bricks were produced annually. According to Geology of Minnesota 1882-1885, by N.H. Winchell, the bricks sold at $8 per thousand in small lots at the kiln; larger lots were loaded on carts then ferried to the opposite side of the Mississippi River. Joseph operated the brickyard for about 20 years. The bricks were buff colored and used for both commercial buildings and homes. There are two farm houses in Otsego along CSAH 36, south of River Road (CSAH 42), that were built using Vassar brick. Nearby in Dayton is the small brick building on the north side of Main Street engraved with “McNeil” in Vassar brick. Absentee/Mail-in early voting can happen when a voter receives a ballot by first filling out an absentee application, votes but places their ballot into a “signature” envelope. The ballot board (judges that are appointed by City Council by resolution who are from two different political parties) go through the checks and balances, and in the end, the judges (not the voter) place ALL absentee/ mail-in ballots that are accepted through the machine. The voter would be able to check on the Secretary of State’s website to see when the city received and approved or rejected their ballot. If, in fact, for whatever reason the ballot was rejected, a letter with a new ballot will be issued explaining what they did wrong. Direct Balloting which is also Early voting in person happens seven days before an Election. The voter (registered or not) also fills out an application that looks similar to the absentee application, receives a ballot, and places their own ballot into the machine just like on Election Day. Recap: Early Voting/Absentee/Mail-in voting is when the Ballot Board places the ballot in a machine; Direct Balloting/Early Voting is when a VOTER places their own ballot in the machine; and on Election Day, the Voter also places their own ballot into the machine. In accordance with the Minnesota State Building Code (MSBC), the City of Otsego requires permits to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or install, enlarge, alter, repair, remove, convert, or replace any gas, mechanical, electrical, plumbing system, fire system, or other equipment which is regulated by the MSBC. Not only do permits protect you legally and financially, they also help keep you physically safe, because the project is inspected regularly by pros who ensure all code requirements are met and maintained. Some of the consequences of not pulling a permit (if required) may be: • Fines. Doing work without a required permit can cost you up to double the permit fee. • Homeowners insurance cancellation. If something were to happen such as a tree falling onto your home during a storm, your insurance company can deny your claim based on lack of permits. • Difficulty selling your home. While you may “get away” without pulling a required permit, if you decide to sell your home, the seller is required by law to disclose any remodeling/renovations done to the home. This potentially could scare off buyers, especially if there was unpermitted electrical work done that is now covered. Additionally, you could potentially have to pull a retroactive permit requiring you to pay even more than it would’ve cost originally and delaying the sale of your home. The polls open at 7:00 a.m. and close at 8:00 p.m. On March 28, 2022, the City Council redistricted the City into four precincts (see map). Maybe it needs repairs that would cost more than you can justify. Likely, it’s an eyesore that you or your neighbor want off your driveway or out of your back yard. Whatever the reason, scrapping your vehicle can not only give you some extra cash but also be good for the environment. Vehicles contain many parts made of steel, aluminum, and platinum metals which can be reused. The fluids, which can measure as much as 10 gallons, are recycled instead of leaking into the ground. All used parts are removed, separated, and put to good use. Auto salvage operations have to be licensed and specialize in safely and efficiently stripping down the vehicles so very little ends up in the landfill. Some businesses may even pay you for your junk vehicle based on its scrap value. Section 11-18-3 of the Otsego City Code regulates outdoor storage, which prohibits the parking of unlicensed or inoperable vehicles except within an enclosed building. The longer a junk vehicle sits, the chances increase that you’ll receive a code compliance letter from the City and you may be expected to pay fines if it is not removed. Two licensed recreational vehicles or trailers (boats, fish houses, snowmobile trailers, etc) are allowed per single family lot or parcel. If located in the front or side yard, they must be on a defined driveway that is surfaced according to the zoning ordinance. If located in the rear yard, they must be five feet from the side lot line and 10 feet from the rear lot line. In accordance with the 2018 City of Otsego Wastewater Master Plan, a project to expand the treatment capacity of the WWTF is underway. In addition to capacity expansion, it is the City’s desire to reduce odors, traffic, and noise from facility operations experienced by the adjacent residential neighborhood and City park. This is being done through the design of a new treatment process and associated indoor waste solids loading facility, as well as relocation of an administration building and site access. The design for the project includes an upgraded preliminary treatment building, a new fine screening building, upgraded secondary biological treatment process, membrane biological treatment, UV disinfection, and low energy cascade aeration of water before discharge to Otsego Creek. By utilizing membrane treatment, the discharge water quality will further improve. The waste solids storage tank, which had generated odors in the past and was removed from operation in 2020, is no longer needed for storage services with this upgrade. The waste solids loading will be enclosed within a building and additional odor control implemented to mitigate odors from loading operations. With the completion of this project, the City of Otsego can continue to meet the wastewater treatment needs of the City as residential and business growth continues. The upgraded facility will also provide the ability to meet current and future regulatory requirements. The photo contest is a great way to showcase how special it is to live and work in the City of Otsego! Everyone is encouraged to participate. Photos may be of Places (community events/activities, landmarks, streetscapes, buildings) and/or Nature (flowers, critters, weather, parks, sky etc.) within the City of Otsego. Contest Rules and Guidelines: • Participants will be required to sign a waiver (available on City website). • Photos that were submitted in past Otsego Photography Contests will not be considered. • The contest is open to Otsego residents, Otsego businesses, and students. I just started working for the City of Otsego in April, 2022, which has been really enjoyable working with great people. In my free time, I love cheering for my kids in their sporting events and I am always looking forward to spending time outside in the summer months. Austin Schiller I started working for the City of Otsego as a seasonal employee in June, 2021 and became full time in January, 2022. I have a love/hate relationship with how busy we are in the Utility Department. Staying busy makes the days go by quickly, which always brings on new challenges. I also enjoy having the ability to work indoors and outdoors. I have quite a few hobbies to take my mind off work. I like to play golf and frisbee golf, hockey, board games, and video games. When I can get out hiking with my wife, I like to bring my camera and get photos of nature and my dogs. When I’m feeling constructive, I like to do a lot of woodworking to build things for the house. I have recently taken up computer programming and website building. Max Welter I have been with the City of Otsego since late September, 2021. As the City mechanic, I most enjoy my interactions with the rest of the City staff. The interdepartmental coordination and teamwork are what really shines. A Full Continuum of Care UPDATED SPEED LIMITS Minnesota Statutes 169.14 was amended in 2019 giving the City the authority to set speed limits on City streets following completion of an engineering study. At the April 11th City Council meeting, the City Council approved the City Street Speed Limit Policy, which outlines the criteria for speed limits on City streets. During this transition period, the City hopes to promote the communication and education of this change. Any questions or concerns can be directed to City staff.
