City staff recommends the City Council accept quotes and to authorize dust control application.

BACKGROUND/JUSTIFICATION:
Annually, the City applies dust control chemicals to the most heavily traveled gravel roads in the City. In
addition to that, 500’ sections are also treated upon request from residents if they agree to pay for that
portion of the application.
For 2022, staff is recommending full length applications to Kadler Avenue, McAllister Avenue, 83rd Street,
60th Street, and Jalger Avenue. Staff have also received three private requests which will be paid for by
those residents, 1,000’ of 96th Street, 500’ of 62nd Street, and 500’ of 67th Circle are being recommended for
application. The Parks and Recreation Department has also requested to have approximately 1,300’ of
dust control applied to the soccer field drive which has also been accounted for in this year’s amounts.
Lastly, staff is recommending a 525’ application on the driveway into the compost site that the City of
Otsego shares with Albertville.
The 2022 dust control project is estimated at 35,498 lineal feet of gravel road and parking lots to be
treated with approximately 19,168 gallons of chemical. Staff has requested per gallon quotes from Central
Minnesota Dust Control, LLC and Envirotech Services, Inc. and received quotes of $1.05 and $1.32 per
gallon respectively.
Staff is recommending that the City have Central Minnesota Dust Control, LLC complete the 2022 dust
control application at an estimated cost of $20,126.40, which is within the budgeted amount of $27,850
with the remaining balance potentially being used for secondary applications later this season.
The Public Works Subcommittee was presented this information at their May 18 meeting with
recommendation for City Council consideration and approval.
