12-04-1978 Town Board MinutesMinutes of the Board of Audit of the Town of Otsego Town Board Meeting Held Dec. 4, 1978. State of Minn., Co. of Wright, Town of Otsego. The Town Board of the Town of Otsego met this 4th day of December 1978. Lloyd Beaudry, Chairman, Virginia Bistodeau and William Schulz, Supervisors, Lewis Pouliot, Tres. Jerome Perrault, Clerk, Betty Adkins Assistant Clerk were present. The meeting was called to order by Chairman Lloyd Beaudry. Minutes of the November 28, 1978 Town Board meeting: were approved as read. Motion was made by Lloyd Beaudry that the Town Board approve vacating those parts of Fifth, Sixth, Seventh, Eighth and G. Street in the Otsego Townsite lying within the property of Wilmer Nordin. Seconded by William Schulz, passed unanimously. The dog control problem in the Township was discussed. Ken Gabbert reported that the dog catcher told him he is about ready to give up. He feels dogs should be licensed so he can tell if dogs are running loose on other people's property. He could then pick the dogs up and issue violation citations if the dogs were licensed so he could iden- tify them. Betty Adkins reported that Attorney Bill Radzwill is check- ing to see if the Township, being an urban township can declare an emergency situation and pass an Ordinance requiring licensing of dogs. The possibility of requiring rabies shots as a pre-requisite to ob- taining a dog license was discussed. Motion made by Lloyd Beaudry approving the Otsego Planning Com- cission having 2 meetings per month is they wish. Seconded by Virginia Bistodeau, passed unanimously. Motion made by Lloyd Beaudry that all changes in meetings as well as special meetings be published in the Crow River News as well as the Star News. Seconded by William Schulz, passed unanimously. Wilmer Nordin requested that an agenda be prepared in advance of the Planning Commission members so they would know in advance what is coming up at the meetings. Motion made by Lloyd Beaudry that Betty Adkins prepare in advance of the Planning Commission meetings and mail a copy of same to the Plan- ning Commission members. Seconded by Virginia Bistodeau, passed unani- mously. Motion made by William Schulz that the Township publish a notice in the Star News for 4 weeks regarding not parking cars on roads and leaving garbage cans etc., as it interferes with snow plowing. Seconded by Virginia Bistodeau, passed unanimously. Proceeding as a board of audit, the Town Board audited and allowed verified accounts Nos. 225 to 250 inclusive. As the funds from the sale of the Road Improvements had not been received as yet and Hardrives, Inc. wished to be paid for their services theTown Board discussed the possibility of issuing a warrant "Not Paid for Want of Funds" and pay interest on the Warrant to the Bank of Elk River until the Bond money is received. In accordance with this the Town Board proposed the following resolution: Resolution Authorizing Issuance of Warrant. Be it resolved that the Chairman and Clerk of the Town of Otsego be quthorized to issue a B'mk Warrant pursuant to Minn. Statute 471.69, payable to the Bank of Elk River, Elk River, Minnesota, in the amount of $76,371.39 to make final payment for the construction costs of the Town of Otsego road improvement for 1978.
