03-06-1979 Town Board MinutesState of Minnesota The Town Board of the Town of Otsego met this County of Wright 6th day of March, 1979. Lloyd Beaudry, Chairman Town of Otsego Virginia Bistodeau, William Schulz, Supervisors, Betty Adkins, Asst. Clerk, Lewis Pouliot, Treas- urer, Jerome Perrault, Clerk were present. The meeting was called to order by Chairman Lloyd Beaudry. The minutes of the Feb. 8, 1979 and Feb. 20, 1979 Town Board meetings were approved as read. Betty Adkins reported that Ed McCulloch, traffic engineer from Brainard, had made a survey of town roads and made his recommendations for traffic control. Among his recommendations were: 30 mile speed limits in all platted areas. Yeild signs at all cross streets in plat- ted areas. Numerous stop signs especially at all approaches to County and state roads. Betty Adkins also reported that Bill Radzwill township attorney, recommended that the township pay the full amount of house and farm fires. They are not obligated to pay for grass and auto fires. Ron Miller appeared before the Board to complain that the township snow -plow has torn down his hedge. Motion by Lloyd Beaudry to view the damage after the snow had melted and make an evaluation at that time. Seconded by Virginia Bistodeau, passed unanimously. Tim Utz appeared before the Board to complain that the snowplow had run over his garbage cans. Driver Pete Merges reported the cans were left sitting in the road. The Board felt the cans should be the respon- sibility of the garbage truck driver not to leave them in the road. Tim Utz also inquired as to whether the Township had any plans for commercial development such as a shopping center. The Board replied not at the present time. Concerning operating snow plows, all operators of trucks over 24,000 lbs. must have a Class B license to operate single exel trucks. Motion by Virginia Bistodeau that Pete Merhes be permitted to use the Township truck to take a truck driver licese test, providing a licensed driver accompany him to the testing station. Seconded by William Schulz passed unanimously. Virginia Bistodeau reported that her church was interested in obtain- ing a location doe a cemetery and would like more information on the pre- sent cemetery located in the township. She requested that 2 members of the Otsego Cemetery Assn. be asked to4resent at a future town board meeting to explain the operation of the local cemetery. The president of the Otsego J.C.s appeared before the Board to ask that a town board member be present at their next meeting on Wednesday, March 18, at the town hall to explain the operation of lacal government. Virginia Bistodeau agreed to be present. Motion by Virginia Bistodeau to contact Bill Radzwill, Attorney, re- garding establishing an ordinance to regulate cars parked on roadways and whether they can be legally towed away. Seconded by William Schulz, pas- sed unanimously. Motion by Virginia Bistodeau to approve a contract with the City of Dayton for fire protection for 1979. The contract calls for no standby contract fee, a fire call charge of $100.00 per hr. for the first hour and $50.00 for each additional 2 hour or fraction thereof. Seconded by William Schulz, passed unanimously. Page 2. Continuation of minutes of March 6, 1979 meeting. Virginia Bistodeau reported that she and William Schulz had attended a Local Government Forum at St. Cloud on February 22, 1979. Among things she learned at the Forum were: the town board should have contracts in writing with all it's employees. It is illegal for town supervisors to discuss town business with- out a properly convened meeting. The chairman of the board can not make motions at town board meetings. Edward Greninger appeared before the Board to request an increase in pay of 10%. Motion made by William Schulz to grant Edward a 7% increase in per hour pay, to pay medical insurance premiums up to $800.00 per year and 2 weeks paid vacation per year. Seconded by Virginia Bistodeau, passed unanimously. Proceeding as a board of audit, the Town Board audited and allowed verified accounts Nos. 343 to 372 inclusive amounting to $32,455.41. Attest:
