04-16-1979 Town Board MinutesState of Minnesota The Town Board of the Town of Otsego met this
County of Wright 16th day of April, 1979, at 8:00 P.M. Lloyd
Town of Otsego Beaudry, Chairman, Virginia Bistodeau, William
Schulz, Supervisors, Betty Adkins, Asst. Clerk,
Jerome Perrault, Clerk were present. The meeting was called to order
by Chairman, Lloyd Beaudry.
The minutes of the April 2, 1979 Town Board meeting were approved
as read.
Beda Iverson appeared before the Board to request a permit for her
granddaughter to build a home. She owns 40 acres of land that is zoned
agriculture. She stated that her husband and her had willed the 40
acres to their 6 grandchildren so that each could build a home on the
land. The Board advised her that present regulations allow only one
home per forty acres of agricultural land and she should apply for re-
zoning the land to residential and should appear before the Otsego
Planning Commission and Co. Planning Commission with her request to re-
zone.
Harlan Rask appeared before the Board to discuss the operation of
the Otsego Cemetery. The current policy of the Cemetery Assn, is to
charge $125.00 per grave site, with a $40.00 charge for perpetual care
when the site is put in use. Virginia Bistodeau asked if her Church
could buy part of the cemetery for their use. Arlan Rask said the
Cemetery was primarily for use by residents of Otsego Township and they
could not sell any of it.
Greg Wax, Jr. addressed the Board regarding dog control in the
Township which has become a serious problem. He said issuing citations
to owners of dogs running at large is helpful but very costly to the
Township. He recommended licensing of all dogs and recommended a license
fee of $5.00 per dog per year. He felt that if people care enough for
their dogs to pay the license fee they will take better care of them,
otherwise they will get rid of them. He recommended rabies shots as a
pre -requisite to obtaining a license.
Motion by Lloyd Beaudry that the Dog Control Committee study the Coon
Rapids Dog Control Ordinance (copies of which were handed out by Mr. Wax)
and report back to the Town Board at their next meeting and make their
recommendations at that time. Seconded by Virginia Bistodeau, passed un-
animously. Motion by Lloyd Beaudry to order 5 "Dog Ordinance Inforced"
signs to put up in the township. Seconded by William Schulz, passed u-
nanimously.
The Town Board went on record as approving an amendment to the County
Ordinance Section 604.4 permitting a conditional use for home extended
business for light manufacturing. The business must not have more than
2 empolyees, business must be on same property as owners home, building
size limited to not more than 2000 sq. ft.
The amendment is to be considered at the April 19 meeting of the
Wright Co. Planning & Zoning Commission,
The Town Board reviewed and signed drawn up contracts with the Main-
tenance man, Assistant Maintenance man, Assistant Clerk, Clerk, Constable
and Treasurer at rates agreed on at the April 2, 1979 Town Board meeting.
