07-24-1979 Public Hearing MinutesState of Minnesota The Town Board of the Town of Otsego met this
County of Wright 24th Day of July, 1979. Lloyd Beaudry, Chairman,
Town of Otsego Virginia Bistodeau, William Schulz, Supervisors,
Jerome Perrault, Clerk, Betty Adkins, Asst. Clerk,
Ken Ashfelt of Meyer Rohlin Engineering firm, and Bill Radzwill, Town-
ship Attorney, were present.
The purpose of the meeting was to conduct a hearing on the proposed
blacktopping of the roads in Great River Acres and the Mississippi Shores
1st and 2nd Additions.
The meeting was called to order by Chairman Lloyd Beaudry, Ken Ashfelt
then addressed the meeting concerning the Great River Acres project. The
project includes 91st Street, Nelmark Ave., Ochoa Ave. and Ochoa Circle.
The project cost of the project is $103,000.00. There are 63 lots
involved and the proposed assessment per lot is estimated at $1,600.00.
Bill Radzwill explained that the assessment is higher this year
than last year's project because of increased construction costs and
generally larger lot sizes. As the project involves widening some of
the roads, the question was asked whether the township should pay for
the cost of widening the roads. Bill Radzwill explained that that would
be up to the Town Board to decide.
Lloyd Beaudry requested a show of hands to see if the residents of
Great River Acers present were in favor of the project. 17 indicated
YES, 10 indicated NO.
Motion by Lloyd Beaudry to order Meyer Rohlin to prepare plans and
specifications for the Great River Acres project, seconded by William
Schulz, passed unanimously.
Another hearing will be held when the bids are recieved.
The question was asked if the project would be completed this year.
The Board replied yes if weather was favorable, if not, next year.
The hearing then proceeded to the Mississippi Shores 1st and 2nd
Additions Project. The streets and avenues include 96th St. from 95th
Av. to Parrish Av. 95th St. from 96th Av. east to Parkington Av., Park-
ington East to 94th St. 96th Circle, 93rd Circle, 95th Circle and 94th St.
96th St. would have a 20 ft. mat, the rest an 18 ft. mat. and all
driveways will have a 3 ft. apron.
The projected cost of the project is $83,300.00, there are 73 lots
involves and the projected assessment is $1,150.00 per lot.
The question was asked if all streets were considered as one project.
Board replies yes. The question was asked if speed limits would be posted.
The Board replied yes, signs have been ordered and yield signs will be
placed on cross streets and stop signs on thru streets in accordance with
the recommendations of the State Traffic Control Engineer from Brainard.
Opinion was expressed that the Board should consider making 96th St.
a 7 ton road because of heavy traffic. Virginia Bistodeau reported that the
County Park in Mississippi Shores might be considered as part of the Great
River Road project and iff approved, 96th Street would be upgraded to a
7 or 9 ton road as it is the access road to the Park.
A show of hands indicated a large majority of residents in attendance
favored the Mississippi Shores project.

Motion by William Schulz to have Meyer Rohlin prepare plans and
specifications for the Mississippi Shores 1st and 2nd Additions project.
Seconded by Virginia Bistodeau, passed unanimously.
Motion by Virginia Bisotdeau to approve the applications of Warren
Phillips (BDA - Riverview Tom Thumb) for a cigarette license and an
Off -Sale beer license. Seconded by William Schulz, passed unanimously.
Virginia Bistodeau reported that the County Commissioners had
approved rezoning Mary Baufield's farm to Commercial.
