improvements in Vasseurs Oak Grove Estates 1st
and 2nd Additions, Mississippi Shores 1st & 2nd Additions, and Great
River Acres. Lloyd Beaudry, Chairman, Virginia Bistodeau, William
Schulz, Supervisors, Bill Radzwill, Attorney, Paul Meyer & Ken Ashfelt,
Township Engineers, Betty Adkins, Asst. Clerk were present.
The hearing was called to order by Chairman Lloyd Beaudry. 18
residents were in attendance.
Ken Ashfelt reviewed the same four basic designs for Mississippi
Shores. Alternate #1 projected an estimated cost of $3,200.per lot,
#2 projected an estimated cost of $2,800. per lot. No accurate esti-
mate for #3 or #4 alternate could be given.
Discussion continued around narrower roads, black top base and
mat versus gravel base and mat, and the size of the shoulders that
will be needed.
Bill Radzwill explained the origin of the Counts's Subdivision
Standards for roads.
Ed Flamer (resident of Mississippi Shores) asked the Township
Board if they would approve of a 16 ft. road with a 1 ft. shoulder?
Lloyd Beaudry stated he would not like this idea.
A major concern expressed by the Town Board was the fact that the
entire township pays for the maintenance once a project is completed
and so if it doesn't stand up it is a poor investment for the township.
This is why the Town Board is in favor of 7 ton roads instead of 5 ton.
Residents feel construction trucks don't enter their area since
it is at already established, older neighborhood. Garbage trucks are
not over 5 tons.
Lloyd Beaudry asked Bill Radzwill if the Township could pick up
the difference between the cost of constructing the 7 ton road over
the cost of the 5 ton road. Answer is YES the township can do that.
Much discussion continued around the construction of a 16 ft. road
and the increase in height with either a 12 inch gravel base on a 5 ton
road versus a 13 inch gravel base on a 7 ton road.
Radzwill asked Ashfelt what was the effect of minimizing the amount,
of gravel base. Ashfelt stated that by cutting the gravel base your are
cutting down on the structural strength of the road.
Virginia Bistodear and Lloyd Beaudry stated they would not consider
a 16 ft. mat and a 10 inch rise in the road itself. By increasing the
rise of the road to 10 or 12 inches causes you to loose your shoulders.
Ed Palmer stated that he wants to form a citizens committee made up
of the residents in Mississippi Shores to come up with a new study and
engineering figures. He wants another opinion and design study done by
an altertane engineering company. He asked if they could use the Town
Hall next Tuesday, Jan. 15th, Town Board said that would be possible.
At this point the Mississippi Shores portion of the meeting ended
by asking that discussion be contined on the matter until Feb. 12th at
8:00 p.m. This will be published once before that date using the same
legal notice used for the first hearing notice published Dec. 6, 1979.

11 residents remained. Ken Ashfelt described the 7 ton design for
alternates #1 and #2. The existing road is 18 foot, Ashfelt proposal
is for a 20 foot mat with shoulders at an estimate cost of $2,800. per
lot. Questions were brought up about the swamp area on 83rd Street.
It was recognized that a lot of repair work will be required in this
area. The estimated cost of $2,800. per lot would be decreased by
aproximately 15% if the township picked up the difference for the cost
of the 7 ton design.
Questions arose regarding 85th Street east of Co. #37. Town Board
stated they would like to consider including that portion of 85th St.
for a distance east of Co. #37 approximately mile.
The Town Board stated they would be satisfied with an 18 ft. mat
and a 1 ft. shoulder at an estimated cost of $2,800. per lot for a
7 ton road. This cost then being cut by 15% for the property owners
by the Township picking up this cost of 7 ton over the 5 ton design,
this would make the cost approximately $2,400. to $2,500. per lot.
Lloyd Beaudry made amotion to order plans and specs on the im-
provements for Vasseurs Oak Grove Estates 1st and 2nd Additions.
Seconded by William Schulz, passed unanimously.
Plans and Specs. should be ready by January 21st meeting cf the
Town Board.
Virginia Bistodeay moved to adjourn, Lloyd Beaudry seconded, passed.
