County of Wright held this 12th day of February, 1980. This is
Town of Otsego a continuation of the hearing held Jan. 8, 1980.
Projects to be considered are Mississippi Shores
1st and 2nd Additions, Vasseurs Oak Grove Estates 1st and 2nd Additions
and 85th Street from Co. #37 East approximately mile.
Present were: Lloyd Beaudry, Chairman, Virginia Bistodeau, William
Schulz, Supervisors, Betty Adkins, Asst. Clerk, Jerome Perrault, Clerk,
Bill Radzwill, Attorney, Paul Meyer and Ken Ashfelt of Meyer-Rohlin
Engineering Firm.
The meeting was called to order by Acting Chairman, Virginia Bis-
todeau. The minutes of the January 8, 1980 hearing were read and approved.
Ed Palmer, a resident of Mississippi Shores addressed the meeting
concerning improvements in Mississippi Shores 1st and 2nd Additions. He
stated that according to Meyer-Rohlin an additional 8 to 10 inches of
base was needed. In his opinion, not that much base is needed as their
is already 3 to 4 inches of Class 5 gravel already onthe road and the
road base is of a sandy material. He disputed the road measurements by
Meyer-Rohlin that all were 18 ft. wide. Instead he stated most in real-
ity are 22 ft. wide, with some 24 ft. wide and up to 26 ft. wide. He
stated that according to Wright County standards mo additional base is
needed for a 5 ton road. He further stated that he has a bid from
H & S Asphalt Co. for $576.00 per lot for a 20 ft. mat, 2 inches thick.
The H & S bid was $48,225.00 for a 2 inch mat and 20 ft. wide laid on
existing gravel base in Mississippi Shores 1st & 2nd Additions. And bid
No. 2 from H & S Asphalt Co. was for an 18 ft. mat, 2 inches thick laid
on existing base for $44,270.00.. This figure was considerably less than
the estimated cost by Meyer-Rohlin of $2800.00 per lot and $215,000.00
for the project. Mr. Palmer stated that in view of his findings he did
not consider Meyer-Rohlin a competent firm. He felt the project could
proceed with out an engineering firm.
Bill Radzwill addressed the meeting concerning the Wright Co. Stand-
ards referred to. He said they were adopted by Wright Co. Town Officers
and not by engineers. He also stated that to issue bonds for the project
it is necessary to have an engineering firm or a competent person to do
a feasibility study and draw up plans and specifications for bidding pur-
poses.
Paul Meyer addressed themeeting and said that in their feasibility
study on the project, they used a shovel to test the road base and not
bore tests. He also said that their base recommendations of 8inches to
10 inches of gravel base were based on general road conditions.
Virginia Bistodeau addressed the meeting and said the Board does
have an alternative to blacktopping known as lignite suflonate. It is a
dust abatement product for use on roads with a traffic count of less than
300 cars per day.
Lloyd Beaudry addressed the meeting and said that as it now stands
an unworkable situation exists and he feels it will be necessary to have
a different engineering firm for the Mississippi Shores project in order
to continue. The Mississip-A Shores residents present agreed to contact
an engineering firm to do a feasibility study with the understanding
that the Town Board will not be liable for expenses incurred until the
Town Board formally hires them. The Town Board agreed that a 20 ft. mat

on 96th Street and 18 ft. mat on the other streets would be acceptable.
The hearing then considered the 85th Street Project from Co. 37
approximately 1/2 mile East, and Vasseurs 1st and 2nd Additions. For the
85th Street project the feasibility study indicated an estimated cost of
$58,600.00 for a 7 ton road, 20 ft. wide mat and 1 ft. shoulders.
Motion by Lloyd Beaudry to approve the 85th St. project and to
order plans and specifications on the project. Seconded by Virginia
Bistodeau. Passed unanimously.
