County of Wright 19th day of April, 1982, at 8:00 p.m. William
Town of Otsego Schulz, Chairman, Douglas Lindenfelser and
Floyd Roden, Supervisor, Betty Adkins, Deputy
Clerk, Jerome Perrault, Clerk, Bill Radzwill, Attorney, Pete Raatikka,
Engineer, were present.
The meeting was called to order by Chairman William Schulz. The
minutes of the April 5, 1982 Town Board meeting was approved as read.
First item on the agenda was a public hearing on the Bituminous
street paving project of Great River Acres (91st street, Nelmark ave.,
and Ochua ave. between 91st and Co. #39).
Engineer Pete Raatikka addressed the meeting concerning the pro-
ject.
Alternative 1 included the service roads along Co.#39. The Town
Board has agreed to pay half the cost of the service roads. The costs
for this plan are as follows:
Bituminous surfacing - $68,425
Class 5 gravel - 13,200
Grading and shaping - 10,200
Restoration - 8,000
Engineering and Administrative - 19,965
Total Project Cost -$119,790
Township share (k of service -
roads) - 14,460
Assessed Cost -$105,330
Assessed cost per unit on 60 units -$1755,50
Annual unit cost for 10 years including interest -$ 310.72
Under Alternative 2 the service roads would not be included. Under
this plan the costs would be as follows:
Bituminous surfacing -$ 52,175
Class 5 gravel - 9,900
Grading and shaping - 7,650
Restoration - 6,000
Engineering and administrative - 15,145
Total Project Cost -$ 90,870
Cost per unit based on 50 units -$1817.40
Annual cost per unit for 10 years -$:321.68
The question was asked when the project would be done if approved.
The Board advised it would be at least July before contracts could
be let. This would also depend on being able to sell the Bonds as
the Bond market is unstable.
The question was asked what the cross section of the road would
be. Engineer Pete Raatikka said the road would have a 4 inch thick
gravel base, with a 2 inch bituminous mat, 22 feet wide.
Some residents present were concerned about assessment cost be-
cause of the current unemployment situation.

A straw vote was taken on Alternative 1 plan including service
roads. 17 were in favor, 17 were against.
Motion by Douglas Lindenfelser to table a decision at this time
and leave it up to the Board to do the project or not. Seconded by
William Schulz, passed unanimously.
The •ard discussed with Bill Radzwill the new Minnesota Statute
which permits Urban Townships to issue Off-Sale Liquor Licenses after
August 1, 1982. Bill Radzwill advised it will be necessary to adopt
an Ordinance to regulate the licensing and that the Township should
proceed to do so.
Motion by Douglas Lindenfelser to award the contract to Buffalo
Bituminous for the bituminous surfacing of the streets in Otsego Acres
1st and 2nd additions and the 80th street one mile west from Co. #19,
then north on Kadler avenue mile to 85th street and then west on 85th
street to the Monticello - Otsego Town line.
Motion by William Schulz to donate $200.00 to the Wright County
Historical Society.
Seconded by Floyd Roden, passed unanimously. Motion by William
Schulz thatthe Township train its gown Election Judges for the upcoming
Primary and General Elections. Seconded by Douglas Lindenfelser,
passed unanimously.
On the motion, the meeting was adjourned.
