04-25-1983 Board of Review MinutesState of Minnesota The Board of Review of the Town of Otsego met County of Wright this 25th day of April, 1983, at 8:00 p.m. Town of Otsego Floyd Roden, Chairman; William Schulz and Douglas Lindenfelser, Supervisors; Andrew Merges, Township Assessor; Ruben Bonk, County Assessor; and Lani Will, Deputy Clerk; were present. The Board of Review meeting was called to order by Chairman Floyd Roden. Rodney Kowalski appeared before the Board to ask when the add- ition he has added to his house becomes taxable. Andrew Merges said that whatever part is completed as of January 2nd is taxable in that year. He lives on Lot 3, Block 1, Mississippi Shores 3rd Addition. Viola Erickson who lives on Lot 26, Block 2, Vasseurs Oak Grove Estates, 1st Addition, asked why her taxes had increased so much. She has a double wide mobile assessed value of $8,247.00, Market value of $44,848.00 which she purchased in May 1982. She felt the valuation was too high for the condition the home was in. Andrew Merges said he would come and examine the house to see what condition it is in. Ray Vasseur appeared before the Board to ask why 40 acres he owns in valued so high. It lies in Section 36, Township 121, Range 23, has 34 tillable acres, taxable valuation of $14,800.00, market value of $43,700.00. The County Assessor agreed to lower the mar- ket value to $32,500.00 because it is hilly and has some wet areas. Thomas Adams purchased a lot which had a special assessment on it for bituminous street which was supposed to have been paid up when he purchased it and the assessment was still on his tax statement. Lani Will explained an error had been made and the overpayment would be refunded. All Croteau appeared before the Board to request homestead rights on 2.51 acres he has in Otsego. He also has 7.51 acres in Hennepin County and Hennepin County will not give him farm homestead valuation unless Wright County does. He is a nursery and vegetable operating type farmer. Motion by William Schulz to grant him farm homestead valuation on the Otsego tract. Seconded by Floyd Roden, passed. Manual Hirdler, who lives on Lot 17, Block 1, Mississippi Shores 4th Addition, asked why their valuation and tax had increased so much. Ruben Bonk explained it was becaused they added a breezway and garage and their lot was increased $1000.00. He felt the breezway was val- uedtoo high. Andrew Merges said he would come and check the home and breezway to see it the valuation could be reduced. Jay Hetrick, who lives in Riverside Park on State Aid Road #42, asked why their valuation was so high. Their lot has a flood dike on it, and has lost about 100 feet from the back of his lot because of erosion. The lots are valued at $15,000.00 each (he owns two lots). Motion by William Schulz to reduce the value of the lots to $7,500.00 (one-half) because of the location. Seconded by Floyd Roden, passed unanimously. Lloyd Beaudry appeared before the Board to say that he had 34 acres of land on his farm in Section25, Township 121, Range 24, that he was credited for having homestead rights but was not receiving them. Town of Otsego Dale Beaudry appeared before the Board to check on the valu- ation of his home and lot. He has a 5 acre lot with his home. He bought his home in May 1982, because of that he only received 12 - year year homestead credit. The next year should be less tax because he will receive a full year homestead credit. Dennis Murray appeared before the Board to request homestead credit on a home he had purchased. He has been renting a home elsewhere and his daughter is living in the home he purchased. He himself moved in April 1, 1983. He purchased the home December 1, 1981, and his daughter moved in at the time. The County Assessor said he would ask the County Attorney for a ruling to see if he would qualify for homestead the first half of 1982 when his daughter lived in it and before he actually occupied it himself.
