05-22-1984 Town Board MinutesStates of Minnesota The Town Board of the Town of Otsego met this County of Wright 22 day of May, 1984, at 8:00 p.m. Douglas Town of Otsego Lindenfelser, Chairman; William Schulz and Floyd Roden, Supervisors; Lani Will, Deputy Clerk; Jerome Perrault, Clerk, were present. The meeting was called to order by Chairman Douglas Lindenfelser. Minutes of the May 7, 1984, Town Board Meeting were approved as read. Dennis Cahill appeared to request a side lot setback variance to build a pole frame garage and storage building 15 fett from the side of his lot instead of 30 feet as required by the Wright County ordin- ance. He said the person on the lot next to his has no objection to the variance request. Motion by William Schulz to approve the variance request of Dennis Cahill to change the side yard setback to 15 feet. Seconded by Douglas Lindenfelser, passed unanimously. Charles Christian appeared with his final plat of Deerfield Acres Outlot A. The plan calls for 21 lots with the home site, septic system and well locations for each lot marked on the plan. The plat has one street through it, 78th Street coming in on the west side and curves to connect with Ohland Avenue. The development will now be known as Hidden Valley. Motion by Floyd Roden to approve the final plat of Hidden Valley (formerly Deerfield Acres Outlot A). Seconded by William Schulz, passed unanimously. A group of Otsego Acres residents appeared to request an explan- ation of the per-unit plan for fire protection. The Board explained that this system wouldreplace the present system of the Township paying standby contract fees and run charges to the fire department serving the Township. Each home owner and farm owner would be charged a yearly fee, approximately $20.00, which would be paid to the fire department he wishes to obtain fire service from. This would be the only charge, there would be no other charge even if he had to call the fire department for service. Fire Board would be set up consist- ing of one lected offical and one appointed member from each munici- pality served by the fire department to determine the operating budget of the fire department and how much the per-unit charge would need to be to operate the fire department. The appointed members would have voting rights, the elected officals would serve in an advisory capacity. Elmer Sachs also inquired about what had been done about the lot next to his that is full of tires and other junk. Lani Will said the complaint had been sent to the County Zoning Administrator. The Board requested Lani Will to contact the Anoka Tire Service who has the tires on the lot and request him to appear at a Board Meeting to explain what he is doing with the tires and to advise him that he does not have a driveway and is using an illegal approach to County Road #37. The Board reviewed the Comprehensive Plan for distribuation. Motion by Floyd Roden toapprove the Comprehensive Plan for distribuation. Seconded by William Schulz, passed unanimously. David Eide, who owns the tree farm south of the City of Albert- ville Pond Site to discuss the road the Town of Otsego is interested in building from the S.E. corner of the Pond Site across his land to County Road #37. State of Minnesota County of Wright Town of Otsego Meeting of May 22, 1984 Page 2 Mr. Eide said he recognized the fact that it would be better to build the road straight to County Road #37 but it would be dterimental to his tree growing business. He agreed to meet with the Board at the proposed road site to discuss it further with them. The Town Board dicussed the proposed bituminous surfacing of Ochoa Avenue from County 39 service road to 91st street. The Board will go check the road width and condition and review the specifications for the bituminous paving. Motion by Floyd Roden to postpone a decision on the Ochoa Avenue project until the next Board Meeting. Seconded by William Schulz, passed unanimously. On motion the meeting adjourned.
