07-16-1984 Town Board MinutesState. of Minnesota The Town Board of the Town of Otsego met this County of Wright 16 day of July, 1984, at 8:00 p.m. Douglas Town of Otsego Lindenfelser, Chairman; William Schulz and Floyd Roden, Supervisors; Lani Will, Deputy Clerk; Lewis Pouliot, Treasurer; and Jerome Perrault, Clerk, were present. The meeting was called to order by Chairman Douglas Lindenfelser. The minutes of the July 2, 1984 Town Board Meeting were approved as read. The Board discussed the blacktopping of Great River Acres which includes 91st Street, Nelmark Avenue, Ochoa Drive and Ochoa Circle. Pete Raatikka, Engineer for Hakanson, Anderson, & Assc., Inc., has prepared an updated feasibility study of the project which includes deleting the service roads, connecting Ochoa Drive directly to County Road 39, paving all streets to a width of 22 feet and minimize grad- ing and make all boulevard restoration the responsibility of the home owner. The total cost of the project, which does not include service roads, would be $83,700.00 and the cost per unit for the 50 units that would benefit would be $1,674.00 per unit. Motion by Floyd Roden to have a public hearing on the proposed bituminous paving project of Great River Acres on August 6, 1984, at 9:00 p.m. and to block off the service road from Ochoa Avenue to County Road 39 and have Ochoa Drive a direct access to County Road 39. Seconded by William Schulz, passed unanimously. Dianne Christian appeared in regard to her request to rezone 5 acres with a house that is located across County Raod 39 from Tom Thumb. She wishes to rezone from agricultural to Commercial. She wishes to then build an addition on the house to be used for an office building and beauty salon. Judy Flemmer presented the Town Board with a petition containing 16 names of residents near the 5 acre tract who are opposed to having the property rezoned. The residents are also opposed to having a church built on the 5 acre lot just east of the lot proposed to be rezoned. Motion by Floyd Roden to recess the Town Board Meeting until after the informational Meeting on the Otsego Comprehensive Plan scheduled for 9:00 p.m. Seconded by Douglas Lindenfelser,passed unanimously. Tom Salkowski, County Zoning Administrator, presided at the Informational Meeting on the Comprehensive Plan. He stated that the County Adopted an Ordinance in 1968 or 1969 to regulate development in the County. In 1978 they updated the Ordinance and adopted the one house per forty acres regulation to conserve agricultural land. He stated that the Comprehensive Plan is a guide to development and not law, the County Ordiance is the law. The northeastern part of the Township would be considered as residential or potential resident- ial area with the exception of the flood plain area along Highway 101 near the Mississippi River and any area already zoned Commercial. This residential area is bounded on the west by Needham Avenue, on the south by 77th Street and on the north and eat by the Mississippi River. Mr. Salkowski explained that any farms in this area could re- amin agricultural as long as the owner wished but in the case the owner wished to rezone to residential, the application would more likely to be approved than the rest of the Township which would re- amin agricultural with the exception of the areas already residential such as Island View Estates in Section 11 & 14, Range 24, Beaudrys Addition along County Road 19 & 80th Street in Section 35, Range 24 and part of Section 34, Range 24. State of Minnesota County of Wright Town of Otsego Continuation of July 16, 1984, meeting Page 2 Mr. Salkowski said the Wright County Planning Commission will have a public hearing on the Otsego Comprehensive Plan on August 26, 1984 at 9:00 p.m. The Town Board Meeting re -convened. Motion by Douglas Lindenfelser to accept the Comprehensive Land Use Plan for Otsego as presented by Tom Salkowski. Seconded by Will iam Schulz, passed unanimo ly. Mrs Christians request to rezone 5 acres (located accross Co. Road 39 from the Tom Thumb Store) from agricultural to commercial was considered again at this time. Motion by Floyd Roden to deny Mrs. Christians request to rezone 5 acres from agricultural to commercial. Seconded by William Schulz, passed unanimously. On motion, the meeting adjourned.
