COUNTY OF WRIGHT 27 day of January, 1986, at 8:00 p.m. Floyd
TOWN OF OTSEGO Roden, Chairman; Douglas Lindenfelser and Norm
Freske, Supervisors; Lani Will, Deputy Clerk;
Jerome Perrault, Clerk; and William Radzwill, Township Attorney,
were present.
The meeting was called to order by Chairman Floyd Roden. The
minutes of the January 6, 1986, Town Board meeting were approved as
read.
Barb Isaacson, rehabilitation consultant for Gordon DeMhrs, ap-
peared before the Board to discuss the partial disability of Gordon
DeMars. He is at present working four hours per day (20 hours per
week) and he feels that is all he is capable of at this time. Barb
Isaacson recommended that this agreement continue for another month.
Motion by Douglas Lindenfelser to review the work agreement with
Gordon DeMars again on March 3, 1986. Seconded by Norman Freske, passed
unanimously.
The proposed annexation of the Martha. Valerius farm to the City
of Albertville was discussed at this time. Alfred, Gilbert and Arthur
Valerius, Brad Hayes, Attorney for the Valerius family, and Peter
Stalland, who wishes to purchase the Valerius property, were present.
A sizeable delegation of Otsego residents who live near the Valerius
farm were present. Brad Hayes, Attorney for the Valerius family, has
submitted a request to the Town Board to support the annexation or
else sign a waiver of hearings on the proposed annexation. The Val-
erius family wishes to sell the property and Mr. Hayes feels the access
to sewer and water be annexation would increase the market value of
the property. Peter Stalland, who wishes to purchase the property
and develop a 278 unit mobile home park, felt that the Board would be
denying the Valerius family the right to sell their property if they
oppose the annexation. Mr. Radzwill, Township Attorney, replied that
the Board also has to consider what is best for the citizens of Otsego
as well as the citizens of the City of Albertville when considering
the annexation request. The Otsego residents who were present were
opposed to the mobile home park because they felt mobile homes did
not pay a fair share of taxes, especially school taxes, and that the
presence of a mobile home park would decrease the value of their pro-
perty. Andrew Merges, Otsego Assessor, gave some valuation figures
from assessors records that indicate less than half_ as much taxes to
the school district as do conventional stick built homes. Mr. Stal-
land replied that his plans are for all new homes, both single and
double wide, and would not be cheap homes. He estimated the park
would have a valuation of three million dollars when completed. Mr
merges said that the mobile home park of 200 units now in Otsego has
a valuation of 500 to 600 thousand dollars.
Motion by Douglas Lindenfelser to deny the request of annexation
of the Valerius farm to the City of Albertville. Seconded by Norman
freske, passed unanimously.
Motion by Floyd Roden to approve Lani Will's request to reduce
her working hours to 8 am to 12 noon. Monday thru Thursday for the
month of February. Seconded by Norman Freske, passed unanimously.
Motion by Douglas Lindenfelser to adopt the following resolution:

Be it resolved that Otsego Township adopts and applies for
coverage under township officers group life and common carrier in-
surance program provided under an amendment to group policy numbers
75800 and 75500 respectfully issued by the Minnesota Protection Life
Insurance Company to the Minnesota Benefit Association.
Further, Otsego Township selects coverage as part of its wage
benefit program to be funded annually for its officers.
Seconded by Floyd Roden, passed unanimously.
Motion by Floyd Roden that the Town Board and any members of the
Otsego Planning Commission who wish to attend the Zoning Authority
Responsibilities Procedures Seminar in St. Cloud on January 29, 1986.
Seconded by Norman Freske, passed unanimously.
