05-15-1986 Board of Review MinutesSTATE OF MINNESOTA The Board of Review of the Town of Otsego COUNTY OF WRIGHT convened this 15 day of May, 1986, at 8:00 TOWN OF OTSEGO P.m. Douglas Lindenfelser, Chairman; Norm Freske, Supervisor; Jerome Perrault, Clerk; Andrew Merges, Township Assessor; and Orland Krietlow, Deputy County Assessor, were present. Mr. Hove appeared before the Board to protest that his property was valued too high. He lives at Lot 2, Block 1 Vasseurs Oak Grove Estates 1st Addition and is valued at $51,700. His lot is flooded. The Board advised him they will reduce his land value by one-half, from $10,300 to $5,300. Kenneth DeVries appeared before the Board to complain his lot is valued too high because his lot is flooded to the extent his driveway is not useable. He lives on Lot 2 Block 4, Vasseurs Oak Grove Estates 2nd Addition. The Board advised him they will reduce his lot valuation from $10,000 to $2500.00. Warren Schauer appeared before the Board to complain that his lot was valued too high because it is flooded. He lives on Lot 3, Block 1, Vasseurs Oak Grove Estates 1st Addition. The Board advised him they will reduce his lot valuation from $10,000 to $5,000, re- move the basement valuation of $5,000, and reduce the valuation of pole building from $6,300. to $5,000. Carl Bauer, who lives at 8987 Kadler Avenue, in Section 22, Range 24. He received a card saying his property was non -homestead. The Assessor explained that the error was corrected and he will re- ceive homestead rights. Blanche Barsody, who lives at 13585 NE 95th Street, complained that she was assessed for 2 lots for fire protection and the 2nd lot is not a buildable site. The Board advised her they will re- move the 2nd lot from the fire assessment because it is not a build- able lot. Fabian Sadowski, whose farm is in Section 27, Range 21, complained that the valuation of his forty acres is valued too high because he can only farm 13 acres of the 40 acres because of water problems. The Board advised him they will value 22 acres as wasteland at $100 per acre and 13 acres tillable with 5 acres as wetland. The 40 acres is now valued at $23,000. On his other 80 acres they will increase the wetland from 6 acres to 16 acres. John Clasen, who lives at 14626 83rd Street on Lot 10, Block 7, Vasseurs Oak Grove Estates, 2nd Addition, appeared before the Board to complain his lot is flooded. The Board advised him they will reduce the valuation from $10,000 to $5,000. Robert Rogers who lives on Lot 12, Block 2, Vasseurs Oak Grove Estates 2nd Addition apeared before the Board to complain his lot is flooded. The Board advised him they will reduce the valuation of his lot from $10,000 to $5,000. James Nord appeared to say his house was valued too high. An- drew Merges explained his house was valued at $61,000 and his lot at $10,000. The house is valued by a square foot basis and all are valued the same. He lives on 78th Street in Christian's Hidden Valley development. Andrew Merges, Assessor, explained there was an error on the size of the house and he would come out and measure the house. State of Minnesota County of Wright Town of Otsego Board of Review May 15, 1986 Page 2 Mrs Lawrence Virnig, who lives at Lot 8, Block 2, Hall's Third Addition, appeared to say her house and lot is valued too high because her lot is flooded, The Assessor explained he has taken off the valuation of the basement and reduced the valuation of the lot from $10,000 to $5,000. The Board advised her that they will further reduce the lot valuation to $2500. Mrs Douglas Pollock, who, lives on Lot 11, Block 2, Halls' 2nd Addition, appeared before the Board to say her house and lot is valued too high ,because her lot is flooded. The driveway is not useable. The Board advised her they will reduce the valuation of her lot from $10,000 to $2500. Dennis Groess appeared to say his lot was valued too high at $51,400. According to the Assessors book the lot is valued at $41,900. He lives at Lot 4, Block 1, Vasseurs Oak Grove Estates 1st Addition. He also has a water problem on his lot. Martin Zillisch, who lives at 17950 62nd lane along the Crow River, appeared to say his taxes have been rising. The valuation has remained the same, the tax increase was due to increase in the mill rate of the school. William Palmer, who lives at 14123 90th Street, Lot 2, Block 1, Otsego Acres 2nd Addition, appeared to say his taxes have doubled. Assessor Andrew Merges explained that he has made improvements on the buildings. Mr Merges will go out and measure everything to see if there are any errors in square fottage. Lloyd Welsh, who lives at 14150 90th Street on Lot 8, Block 2, Great River Acres 1st Addition, appeared to inquire why his taxes have risen so much. Assessor explained he has added a family room and made other improvements which have raised his valuation. Ann Kollin, who lives at 8606 Ogren Avenue on lot 1, block 1, Halls Third Addition, complained to the Board she has a water pro- blem on her lot. Her driveway is usable and her house is alright. The Board advised her they will reduce the valuation of her lot from $10,000 to $7500. Rapheal Vasseur, who lives in Section 36, Range 23, appeared to complain his land is valued too high. He has 40 acres valued at $21,800. The Assessor explain the State Revnue Department has ordered a 10% increase in land values. Joyce Vorderbruggen, who lives at 8744 Ogren Avenue on Lot 18, Block 2, Halls 2nd Addition, appeared to say her lot is flooded. The Assessor has already reduced the valuation of her lot from $10,000 to $5,000, and removed the valuation of her basement, The Board advised her they will further reduce the valuation of her lot to $2500. C & L Enterprises sent a letter to the Board complaining that the value of Parcel # 214-000-184100 at $67,800 and Parcel # 214- 000-191100 at $ 38,300 were too high. The assessor explained that the values were comparable to the other ag land values in the township. Mid -West Landscaping sent a letter to the Board complaining; that the valuation of Parcel #214-000-313301 with 32 acres is too high compared with 20 acres in Parcel #214-100-361400, The .32 acnes_ is valued at $49 700 and the 20 acres at $71,600. The, Assessor , expalined there is a building site on the 32 acre parcel but there was also a. computation error and the 32 acres should be $30,90 . The (C44.y or Township) will be a Participant in this program and we authorize the County Highway Engineer to administer and act as project manager on our behalf for the inventory portion of this project. 2. The Participant (City or Township) will comply with the conditions or set installforth all the Project Description. The Participant will move, re necessary to l all regulatory and warning signs, delineators and object inventory ofy with Minnonoelectriaalds trafficCDontro) as ledevicesa through an approved inplace 3. The State of Minnesota, Department of Transportation (Mn/DOT), will administer the program, and will be responsible for documentation requirements as specified by the Federal Highway Administration. Reimbursement (90% of the eligible total costs) will be based on approval of the field inspection, and the materials certification, and satisfactory review10% of of claims documents.
