01-21-1987 Town Board MinutesState of Minnesota The Town Board of the Town of Otsego met this 21 day of
County of Wright January, 1987 at 2:00 p.m. Douglas Lindenfelser, Chairman;
Town of Otsego Floyd Roden and Norman Freske, Supervisors; Lani Will,
Deputy Clerk, and Jerome Perrault Clerk were present.
The meeting was called to order by Chairman Douglas Lindenfelser. The
Minutes of the January 5, 1987 Town Board Meeting were approved as read.
Gilbert Darkenwald appeared before the Board in regard to Ronald Werner's
request to purchase land that is partly in Otsego Township and partly in Frank-
fort Township. Mr. Werner is requesting a Conditional Use Permit for a Home
Extended Occupation to operate a Machinery Sales and Repair Business in the
existing garage and 50' x 80' steel shed on the property now. He intends to
live in the home that is on the property. He does not have any additional
employees. The Property is located along Highway 101 in Section 35, Range 23.
Motion by Norman Freske to approve a Conditional Use Permit for a Home
Extended Occupation for Ronald Werner to operate a machinery repair business,
contingent upon approval of the Otsego Planning Commission. Seconded by Floyd
Roden, passed unanimously.
Wayne Kolles appeared to request a permit to split 3 acres off a 6.8 acre parcel
of land in Section 34, Range 24. His home is on the 6.8 acre parcel.
Motion by Floyd Roden to approve the split of the 6.8 acre parcel by Mr.
Kolles with the provision that a 33 ft. easement be granted as an access to
County 37 or else a permanent easement be granted to use the existing driveway
in conjunction with Mr. Kolle's and with the further provision that the purcha-
ser of the 3 acre lot abide by rear lot and side lot setback requirements
when building. Seconded by Norman Freske, passed unanimously.
Attorney Richard Cox appeared before the Board in regard to the Bond
Issue for The Storm Drain Project. He is recommending a $415,000 Bond Issue
to cover the following expenses:
Construction $302,000
Engineering 47,000
Legal Fees 12,000
Cost of Issuing Bonds 5,000
Temporary Pumping Cost 15,000
Capitalized Interest - one year
@ 7% 28,000

Norman Freske presented the following resolution and moved for its adoption:
Resolution providing for the issuance and sale of $415,000 in General
Obligation Improvement Bonds of 1987.
Be it resolved by the Town Board of The Town of Otsego, Wright County,
Minnesota, it is herely determined:
A. That the following assessuble public improvements have been made,
duly ordered or contracts let for the construction thereof by the Town pursuant
to the provisions. of Minnesota Statutes Chapter 429:

Engineering 47,000
Legal Fees 12,000
Cost of Bond Issuance 5,000
Temporary Pumping Cost 15,000

of the Town to issue and sell said General Obligation Bonds.
Said resolution seconded by Floyd Roden and passed unanimously by
all Board Members.
Bids on the sale of the Bonds will be received on or before 2:00 P. M.,
February 18, 1987, with the bids to be opened at that time.
Motion by Floyd Roden to postpone the Town Board Meeting scheduled for
Monday, February 16 at 8:00 P. M. until Wednesday, February 18, at 2:00 P. M.
Seconded by Douglas Lindenfelser, passed unanimously.
David Chase has requested that he start working for the Township on a
full time basis February 15, instead of February 1.
Motion by Douglas Lindenfelser to hire David Chase on a full time basis
as of February 15, 1987. Seconded by Floyd Roden, passed unanimously.
Edward Greninger requested that he be allowed to take his two weeks
vacation pay after he retires on February 28.
Motion by Floyd Roden to grant his request. Seconded by Norman Freske,
passed unanimously.
